As one of the major part of preschool education,kindergarten should take the mission of tutelage and upbringing.However,the scarcity of public preschool education due to the unbalanced resources of education makes the public claim to have fair education.Thus,The State Council opinions about the current development of preschool educationissued in 2010 pointed out that we need to strongly support un-governmental kindergartens to relieve the problem that preschool resource is seriously deficient.The State Council opinions about the current development of preschool educationalso emphasized the support for inclusively private kindergarten available to the public.Therefore,inclusively non-governmental kindergartens catch public attention.The non-governmental kindergarten solves the problem that it is difficult and rich for most families to get into normal governmental kindergartens and it guarantees children of school age gain the right to be educated.But as the specialty and social acceptance of inclusively non-governmental kindergartens are generally low,the development of inclusively non-governmental kindergartens still needs to be discussed.The thesis tries to seek for the solutions to those problems from the view of social support.There have been analysis that shows the support to inclusively non-governmental kindergartens now are only from government.As a result,they cannot develop smoothly.The thesis proposes some solutions systematically from a new view with the purpose of attributing to develop inclusively private kindergartens.The thesis points out the social support for building a scientific system to be the foundation of solutions through "multi-center theory","human resource theory","public management theory" and "social support theory".The thesis analyzes the social support of Erdos' s inclusively non-governmental kindergartens via documents,questionnaires,interviews,tests and comparing.The thesis includes the following four points.First of all,the scale,source of students,teachers,management and external support of inclusivelynon-governmental kindergartens in seven counties and two districts in Erdos.Secondly,the status of twelve inclusively non-governmental kindergartens including expenditure,governmental aid system,equipped teachers,source of students and charging standard.Thirdly,the crucial reason according to the analysis of status.Finally,the thesis puts forward the accordingly solutions to struct proper support system.The thesis analyzes questionnaires from 60 kindergarten leaders,266 teachers and 285 parents using SPSS16.0.It also combines depth interviews of 12 parents and 3 administrative staffs as well as informal discussions with10 parents.As a result,the thesis finds some internal problems like uneven teachers' ability,scarcity of qualified teachers,incomplete certificates,high rent costs,risk of running kindergartens,weak initiative to get social support,disordered management and defective training system.There are also some external problems as lack of government invest,incomplete policy and supervision,weak responsibility and financial aid of enterprises,lack of social organizations,traditional concept of parents and public's overlook.According to the above problems,we need to build a proper socialsupport system.first of all,the government needs to build the environment that benefits toinclusively kindergartens' development and professional supervisor team to promote more and help construct the cooperation of enterprises and schools.Secondly,enterprises can build a transparent funds management platform and donate more for the poor school age children.Enterprises also can organize book foundation and appeal more enterprises to participate in the support systerm.Thirdly,the social organizations need to provide teaching training service and introduce internet promotion and increase volunteer consciousness.Fourthly,govermental kindergartens should share advanced education theory and courses of high quality.Lastly,parents of scool age should change the old mind and coordinate with schools to enhance public participating ideas.
