With the improvement of human civilization,there are many countries around the world to take pre-school education as the government's efforts to promote public welfare,China is no exception,it has began to attach importance to government responsibility and promote the development of public welfare pre-school education.In recent years,all levels of government in China have vigorously advocated and practiced the construction of inclusive non-governmental kindergatens("Pu Hui Kindergartens")and achieved good achievements,but some problems have arisen.The academic world has not stopped talking about it since the term "Pu hui Kindergartens" appeared.Some scholars interpret the inclusive policy,Some scholars have based on local actual research to obtain data and discuss countermeasures.This research attempts to construct the analysis framework of stakeholders in inclusive non-governmental kindergatens,focusing on the problems existing in the development of China and the interests of all the stakeholders,and put forward the reform suggestions for the future development of inclusive non-governmental kindergatens in the perspective of stakeholders.In order to ensure the scientific results of the study,this study first used the literature method to understand the general research,and then in-depth line of questionnaires and interviews survey to obtain more comprehensive information.Specifically,through the government,kindergatens,the parents of three stakeholders to build a framework of the inclusive non-governmental kindergarten's interest analysis,and in accordance with the different interests of various subjects to achieve the policy of the 7 state of operation,showing the development of inclusive non-governmental kindergatens "Panorama." On this basis,combined with empirical research to understand the problems and conflicts of interest government,parents and kindergartens in the development of inclusive non-governmental kindergatens.The government issues include the lack of awareness of inclusive policy and management mentality is greater than the service mentality and so on.At the kindergarten level,there are some problems such as lack of confidence,the "natural opposition" of the private and public welfare,the lack of excellent teachers and the different levels of the actual running of the garden.At the parent level,the problems include irrational and passive participation.Along with the investigation thorough,the author unceasingly carries on the question and the ponder,mainly has three questions: First,what are the interests and demands of all parties in the development of inclusive non-governmental kindergatens? Second,what kind of conflict will arise on the basis of interest claims? Third,how to seek solutions from the perspective of various stakeholders?At the end of the study,the author puts forward three suggestions on the development of inclusive non-governmental kindergartens,which is to clarify the rights and obligations of the government,kindergartens and the parents.
