The serious problem that currently exists which our country faces is “Enter Kindergartens difficult” and “Enter Kindergartens expensive”,preschool education is a serious shortage of resources,the Tow child policy should attract aggravation of the realistic dilemma.In this instance,the development of inclusive kindergartens has become a necessary step in the popularization of public services for preschool education,national and local government introduced various policies to encourage and support the development of inclusive kindergartens,such a practice has greatly improved the popularity rate of preschool education and the enrolment rate for children of school age.But guaranteeing equality rights and opportunities for children to into the kindergarten is only part of the popularization of preschool education,even more important is to guarantee all school-age children can enjoy the equal rights of high quality preschool education,this is necessary to popularize preschool education.This article uses literature and case studies,according to the research of many scholars and author's field research,we can see that at present,the development of inclusive kindergartens will not meet the needs of children for high-quality preschool education,as for the problem above,this thesis based on the Theory of constraints,firstly the author used the survey method to study the development status of inclusive kindergartens in the city of Guiyang,secondly analyzed the undesirable effects in the present situation,thirdly through the analysis of the causality between undesirable effects to find the core problem that constraining the development of inclusive kindergartens in the city of Guiyang,including physical constraint,that is,the “for-profit orientation” and the provision of the “pro-inclusive education service” are contradictory;Market constraint,that is,there is a great disparity in the competitive advantage between the inclusive kindergartens and the public kindergartens;Policy constraint,that is,the government's position and management of inclusive kindergartens can not fundamentally promote their development.Finally,according to the analysis of these three constrains,the corresponding policy suggestions are put forward,including five-point proposal,firstly improve the position standard of the inclusive kindergarten,secondly increase government input,thirdly improve the overall strength of the government,fourth improve the “Matthew effect” in preschool education resource allocation,fifth publicize the necessity of the inclusive kindergarten and improve the social recognition.
