In recent years, China has issued a series of policies and measures, and has gradually increased investment in compulsory education, which has made some remarkable achievements. But today, the problem of imbalanced funds investment in compulsory education is still outstanding, which seriously restricts the further development of compulsory education. The fairness of education, which is based on balanced funding, is human society's value orientation in general.This paper analyzes the development situation of the compulsory education, the achievements and the institutional change of compulsory education funds investment, exploring the internal defects of current compulsory education funds investment system. On the basis of it, the degree of regional differences of compulsory education funds investment is estimated, and the influencing factors of compulsory education funds regional differences are analyzed by the fixed effects regression model. The conclusion shows that our regional student funding in the stage of compulsory education is less balanced, particularly in rural areas. The relative differences of different area's per student expenditure decreases to some degree. However, the absolute differences appears an expanding trend; Empirical analysis results show that regional economic strength and the government's attention to education have the obvious influences on compulsory education funds input. For the regional imbalance problem on education funds investment, the country should adjust policies according to the actual situation of different areas, improve the compulsory education funds investment mechanism constantly and realize the different and dynamic balanced development system of compulsory education in the whole country, which promotes the realization of fairness in education in the end.
