Study On The Balanced Evaluation Of Compulsory Education Financial Investment In Shandong Province

Under the law, compulsory education is the national education that school-agechildren and young people must accept; the country, society and families must guarantee itinto practice. It has the characteristics of compulsory, free and universal. The governmentas the main responsibilities of the compulsory education should constantly promote thebalanced development of compulsory education according to the principle of fairness. Thefinancial investment is the main funding sources of compulsory education and theimportant guarantee to realize the balanced development of compulsory education. Atpresent, the financial investment system of China’s compulsory education is not perfect andthe configuration of compulsory education investment is unreasonable, which led to theunbalanced development of compulsory education. From the perspective of financialinvestment, the study make an objective evaluation of Shandong Province compulsoryeducation financial investment through establishing the evaluation index system of thecompulsory education financial investment.The paper reviews the document about compulsory education financial investment,and summarizes evaluation indicators and evaluation methods that have some connectionwith compulsory education financial investment. On that basis, the paper establishes theevaluation index system by analytic hierarchy process(AHP) combining with the actualsituation of Shandong Province compulsory education financial investment. And the papermakes an evaluation to Shandong Province compulsory education financial investment bycoefficient of variation(CV).On the one hand, the paper makes an objective evaluation to Shandong Provincecompulsory education financial investment, one the other hand, the paper provides aanalysis of idea for the future correlation research.
