Research On The Implementation Of Responsible Inspectors Listed In Schools Policy

The policy of Responsible inspectors listed in schools is the innovation of education inspection in our country.Every responsible inspector in charge of five schools conducts regular inspection work,whose details containing his name,his photo,his phone numbers and the matters of inspection are listed in a prominent place of school.Since our country has issued the policy of Responsible inspector listed in school from September 2013,responsible inspectors have been basically achieve full coverage in primary and secondary schools,so the implementation of the policy has achieved initial results.However,because of the policy of Responsible inspector listed in school in the start-up period,there are many problems in the implementation process and the long-term mechanism has not yet been established.This article mainly focuses on the study of"The implementation of the policy of responsible inspector listed in school",which selected H District in Shanghai city as a case.The research contains the methods of literatures review,theoretical analysis,text data analysis,questionnaires survey and interviews.This article is divided into three parts:the first part mainly about research backgrounds,research significance,the definition of three words including" responsible inspectors " and " inspection in listing "and "policy implementation ",and review and summary of existing research results.The second part is the research design,which takes the H District of Shanghai city as a case for study the implementation of the policy of responsible inspector listed in school.Considering the advantages and disadvantages of implementation theories,the system model theory has been selected as theoretical basis,on which based to design the framework.Meanwhile,three methods including text data analysis,questionnaires survey and interviews has been used.The third part mainly discusses and analyzes the present situation of on The implementation of the policy of responsible inspector listed in school of H District in Shanghai and puts forward the countermeasures and Suggestions.According to the five elements of the analysis framework:policy objectives and standards,characteristics of the executive authority,value orientation of practitioners,executive means of implementation and system environment,the implementation of the policy of responsible inspector listed in H District of Shanghai exists problems in the latter four aspects.In the aspect of executive authority,education inspection institution is not independent and responsible inspectors are in the older and their supervisory skills should be improved.In the aspect of value orientation of practitioners,work enthusiasm of responsible inspectors is weakening.About executive means of implementation,AB system is performed practically no function and work evaluation system is not perfect.In the aspect of system environment,"Separation the Government Authorities,Management and Assessment" is still in the initial stage and schools have ideological pressure due to inspection.These problems are the cause factors themself,but also affect from other elements.In order to improve the implementation of the policy of responsible inspector listed in school,a lot of measures should be taken.Education inspection institution should be established regularly.Institution establishment of full-time responsible inspectors should be expressed.The talents reserve system should be established;Responsible inspectors should strengthen their supervisory skills.Both A responsible inspector and B responsible inspector-should strengthen exchanges.Work evaluation system should be strengthened.Our country should deepen the separation of "Separation the Government Authorities,Management and Assessment".And education inspection institution and responsible inspectors should strengthen the ideological education of the school.
