A Study On The Jiangsu Government’s Funds To The Development Of Municipal Sports Social Organizations

Since the reform and opening up,with the continuous improvement of the level of China’s economic and social development,sports social organization has become an important carrier for satisfying the increasing diversified sports needs of the masses and has played a great role in the development and perfection of the national fitness service system in Jiangsu Province.At present,domestic scholars believe that the current mass sports management by the government has indeed helped the development of mass sports,but there are many shortcomings in the current management mode: the management system of the mass sports is not sound enough;there is no effective mobilization of social groups;organizations involved in mass sports initiative but mass sports can not effectively mobilize public participation in mass sports initiative and so on.The current research is on the relevant concepts,the status of description,problems and analysis of a lot of research,and empirical research,especially from the government’s support to the development of sports social organizations,the use of funds from the perspective of China’s current mass sports management and public sports supply of public services.Jiangsu Province,as the forefront of economic and social development in the eastern coastal areas of China,the study of the the province is relatively lacking.According to the theories of principal-agent theory and public governance theory,this study combs,analyzes and analyzes the supporting models in the course of supporting the development of social sports organizations in Jiangsu Province,and explores the classifications of finacial support by government to sports social organizations.The author puts forward some suggestions on how to perfect the process of the use of funds in the development of social organizations of sports in Jiangsu Province and to strengthen the development of sports social organizations in Jiangsu Province at the municipal level.The main problems are that the current legal system is not perfect,the responsibilities between the government and the municipal social organization is not clear,the amount of funds is difficult to determine accurately,the use of funds is not flexible enough,the guarantee mechanism of funds and the transparency in the process of financial support is lacking and evaluation system should be improved.The author suggests that the government of Jiangsu Province should continue to perfect the institutionalized guarantee mechanism from the aspects of law and finance,clarify the power and responsibility relationship between the government and municipal sports social organizations in the process of support,establish the equal contractual relationship,regulate the process of purchasing public sports public service by government,continue to improve the use of funds to support the monitoring system,make full use of the assessment results and promote the government to support the development of municipal sports organizations and the effective use of funds.
