Study On The Co-incubation Of "Territorial-Professional" Social Organizations

Social organizations play as important subject and driving force in public services and social managements.Traditionally,the development and management of social organizations were in the charge of different departments,unfortunately,the territorial management and professional guidance often constrained each other,resulting in the limited development of social organizations,and eventually undermining the role of social organizations.In order to solve the development issues of social organizations,the government and the society provided the social organizations with professional services such as policy consultation,site funding and capacity training to promote the growth of social organizations.All of these constituted the incubation link of social organizations.In recent years,on the premise of maintaining the dual management system,the government had provided the social organizations with professional services in policy consultation,site funding,capacity training and other aspects on the basis of territorial management,clarified the relationship between territorial management and professional guidance,and incorporated both of them into one system,which is called "territorial-professional" co-incubation.The " territorial-professional " co-incubation combines territorial management with professional services,which reflects that the government has delegated power to the society to a certain extent and given social organizations sufficient space for survival and development.The "1 + 10 + N + 185" mode of social organization in Changning district has proved the feasibility of "territorial-professional" co-incubation.Specifically,the "1 + 10 + N + 185" model of social organization in Changning district takes Changning District Social Invocation Practice Garden as the main body,hub management centers of 10 street towns as the incubation platform,N types of lines characteristic hub cultivation as the brand,and 185 residential areas as the foundation.The civil affairs bureau of Changning district has established the Garden,and each street establishes the social organization service center,which forms the positive interaction by providing different levels of management and service.From the perspective of " territory ",it is beneficial to the management and service of newly established social organizations in the administrative area.From the perspective of "profession",it is beneficial for the business competent unit to guide the business of social organizations within the jurisdiction.The "territorial-professional" co-incubation has reflected the function of serviceoriented government.In the transition period,the Chinese government needs social organizations to complete certain functions in urban construction.Considering the existing social organizations cannot fully undertake the new tasks arising from the transformation of government functions,the government should reposition itself in the process of social development and play a guiding role to promote the growth of social organizations.This guiding function of the government is in accordance of its role in the new public service,that is,the government repositions itself to serve the society and takes actions to play a key role in the relationship among citizens,communities and the government.Specifically,in the process of social organization incubation,it is necessary to set up the concept of guiding-oriented government,and to construct the model of social organization industry chain and to optimize the path choice of urban grassroots social organization incubation.
