A Study On The Distribution Of High Quality Education Resources In 13 Midwest Division Provinces

Nowadays,not only can the development and distribution of the quality higher education resources be related to the cultivation of talents and enhance the comprehensive strength and level of colleges.It is important force to the development of regional higher education and can reduce the regional differences.What's more,it is also important factor influence to the development of higher education in the national high level and balanced coordinated development.The local universities of 13 Midwest Division provinces want to seek the development of high quality,improving the comprehensive level.They want to occupy for one place in the increasingly fierce competition that is in the market of higher education,so we need to fight with a scientific and rational use of quality higher education resources.It should be hackled to the development and distribution of the quality higher education resources of Midwest Division provinces,and promote high quality development path actively.This paper is mainly based on the urgent need of quality higher education resources of 13 Midwest Division provinces.In order to achieve it distributed and coordinated rational,it reduce the gap between regions.The paper is for the purpose of seeking to promote the development path and the views of quality education resources in 13 provinces.According to the reality of the 13 provinces and the theory of educational equity,we should expand the coverage of the quality higher education resources,and tilt to the provinces actively.Not only is it beneficial to realize the connotative development of the 13 universities,but also make the reasonable orientation of the universities clearly and the high efficiency utilization to the high quality resources.In this study,it is as the logical line to the development of higher quality education,starting from the concept of the quality of higher education resources.The paper wants to hold the important development node to the development of key universities.What' more,we should confirm the quota to research resources between the Chinese higher education and the 13 Midwest Division provinces,then it can be analyzed,to find the problem and try to explain the reasons for the problem.The lack quality higher resources of the 13 provinces are the higher education resources that are not balanced,and is the reason of "priority" policy,as well as economic,social and cultural,population and other factors led to the development of higher education in the Midwest 13 provinces is weak relatively.This study suggests that only develop the development of the 13 province quality higher education resources energetically to enhance the competitiveness of regional higher education,and can compete with other areas fairly.It is also needed the local to rise,making full use of opportunities and preferential policies,to achieve self span promotion and to narrow the gap.This paper is divided into the following parts.The first part: It introduces the background,research significance,research purpose,ideas and methods described.It also clear the subject of this study and inspect the relevant research with the higher education resources,quality resources and the quality higher education resources.I can be inspired and defined the meaning of quality education resources.Not only can The theory of quality education resources be discussed,but also can elaborate the development of the higher education of 13 Midwest Division provinces.This paper introduces the value of developing high quality higher education resources in 13 provinces,so as to prepare for the following research.The second part: It introduces the development distribution structure of the quality higher education resources of 13 Midwest Division provinces.It mainly reviews the history and current situation of characteristics development of quality higher education resources.It hackles systematic the distribution system of the higher quality resources.According to the characteristics of Chinese high quality higher education resources distribution,we can confirm the dimension,to compare analysis,to analyze the relationship between them in the history,economic policy,environment and other factors.It can find out the reasons affecting Midwest high quality higher education resources of the 13 province.The third part: based on the comparative analysis in front of high quality higher education resources and the reasons,the paper is combined with the actual situation in the development of higher education in 13 provinces and the characteristics of quality education resources,then put forward policies and measures to optimize the 13 Midwest provinces quality higher education resources.The fourth part: the last part is the conclusion of the paper.The paper introduces the relevant conclusions,future research direction and shortcomings.
