Research On Educational Equity Security Of Rural Primary School Layout Adjustment

In the late nineteen-nineties, our rural primary school is facing severe crisis, mainly for the rural primary school age population reduction leads to the waste of educational resources and rural education resources shortage, and the needs for the high quality education resources in the rural areas In the process of Urbanization results in the contradiction with the Non-balanced development of urban and rural education, which brings the layout of the school sports in the rural area in China. Rural primary school layout adjustment improves the resource utilization efficiency and education quality, and promotes the development of rural education. However, Chinese rural school layout adjustment from the beginning shows the orientation of the efficiency value, and this sense of worth causes great loss in rural family interests, rural social economy and education fairness.Through the empirical analysis about rural primary school rescission in X County in Sichuan Province by observation and interview the parents and villagers, we can see that the local governments consider layout adjustment as the quantity and speed of school cancel and combination, so that the goal of the reform becomes the most school cancel in the shortest time. In this goal, mandatory merging events occur, which leads that the schools are far away from children’s home and the kids are growing up without the family support. The school fees and commute costs from the layout adjustment are actually the reform costs shifted to the peasant family. It demonstrates that the primary school rescission in that area leads to a series of social contradictions and educated family benefit loss problems.In comparison to the school layout adjustment in America, this paper argues that the layout adjustment should crossover from the" size effect" to the pursuit the "diversity and equal" education idea.The governments should not only consider the scale benefit which can save the government investment in education, but also should think about a variety of factors that will be included in the scope of examination. In the rural primary school layout adjustment, country parties in power should be involved in and the decision procedure must be fair to guarantee the reasonable results. The policy supply should be based on the demand for this, can reflect the villagers’educational preference, and avoid" make it rigidly uniform "type of school layout adjustment. This reform should focus on the education itself; respect the education scale benefit on the education basis of the law and take into account the school in the countryside brings the society’s cultural value. Meanwhile, Combining with the society of our country economy and actually education development, the policy value orientation about compulsory education school layout adjustment in the future should be changed in four aspects. And we need to establish a fair education safeguard mechanism by the force of government from the outside to compensate the fair education loss caused by layout adjustment which pursues efficiency.
