Research On The Distributary Mechanism Of Higher Education With Equal Emphasis On Quality And Equity

Quality and equity are the two important pillars of higher educational shunt.Improving the quality of higher education can guarantee everyone’s right to better higher education,and promoting equity in higher education can guarantee everyone’s equal access to higher education,both are indispensable.In the era of higher education’s popularization,quality and equity have become the focus of attention from various sectors of the community.It’s an objective requirement to promote the high-quality development of higher education to insist on the higher educational shunt with equal emphasis on quality and equity,and it’s an important choice to promote the fair development of higher education and the main impetus to deepen the supply-side reform of higher education.The study is divided into six parts.The first part: exordium.This part expounds the reasons,significance,stream of thoughts and methods of the research,and sums up the present situation of the research domestically and abroad,clarifies the innovation and deficiency of the research and defines the related core concepts.The second part: The theoretical logic of higher educational shunt with equal emphasis on quality and equity.This part analyzes the essential meaning,main features and important functions of the quality and equity-oriented higher educational shunt,and puts forward the theoretical basis of the quality and equity-oriented higher educational shunt,that is,the screening hypothesis theory,the equity theory and the social stratification and mobility theory.The third part: Formation process of higher educational shunt with equal emphasis on quality and equity.Through combing the development of the higher education diversion,this part realizes the law of higher educational shunt,analyzes its deficiency,summarizes its experience,and provides the important historical basis for the higher educational shunt.The fourth part: Foreign experience of higher educational shunt with equal emphasis on quality and equity.This part analyzes the main measures and experiences of Singapore,Germany and the United States to promote quality and equity-oriented higher educational shunt,it provides suggestions for our country to realize the quality and the equity equally important higher educational shunt.The fifth part: The institutional barriers and causes of higher educational shunt with equal emphasis on quality and equity.According to the characteristics of foreign countries to promote the quality and equity in higher educational shunt,this part sums up the mechanism obstacles and causes of higher educational shunt in China.The sixth part: The mechanism innovation strategy of higher educational shunt with equal emphasis on quality and equity.In view of the main problems in the development of the higher educational shunt mechanism in China,this part puts forward some suggestions on the reform of the higher educational shunt mechanism with equal emphasis on quality and equity,that is,constructing the resource allocation mechanism with equal emphasis on quality and fairness,establishing a multi-channel mechanism combining science and democracy,a multi-level development mechanism combining science and quality and a multi-party cooperation mechanism combining fairness and science.
