An Empirical Study On The Effect Of Local Public Goods Supply On Population Migration

Since the reform and opening up,the floating population has made great contributions to the regional economic development.Because of the industrialization and the new urbanization,China's floating population in 2015 has reached 247 million,and in the long term,population migration is still a prominent feature of our country.With the continuous improvement of people's living standards,the pursuit of income growth is no longer meet the needs of people,and therefore,more high-quality public goods need to be supplied to meet the growing public demand.At this stage,however,the level of local public goods supply in our country is low,the larger regional disparity makes the the public goods crowded in economically developed areas,and the outflow of population in the backward areas restricts the local government's financial resources and inadequate supply of local public goods.Hence,rationally and effectively supply public goods by the government will have an impact on the willingness of the floating people,so the analysis of population mobility from the perspective of local public goods supply is conducive to rationally directing population movements,and improving the local human capital stock and realizing the rapid development of local economy.Therefore,this paper using the local fiscal expenditure and floating population data of 31 provinces in China,studies the impact of local public goods supply on population migration from 2011 to 2015 based on the system GMM estimation method.The results show that,first,the population migration in China is huge,but the distribution among provinces is unbalanced;second,China's local public expenditure is growing,but it can not meet the basic public needs of the people in the dynamic changes of the population;Thirdly,there is information transmission between the floating population in our country,the initial floating population has a significant effect on the later floating population;Fourthly,the level of local public goods supply has a positive effect on population migration,indicating that the higher the level of local public goods supply,the more conductive to the increase in net inflow population.Based on the results,this paper puts forward some countermeasures and suggestions from avoiding too much intervention in population migration,strengthening the supply of public goods,ameliorating the transfer payment system,improving the policy system construction and innovating the supply pattern.
