One of the main functions of local government is to meet the public service needs of all residents in the jurisdiction.However,with the large-scale population movement,there is a mismatch between the supply and demand of public services in the outflow and inflow area of the population.In 2020,the State Council clearly pointed out the proposal to establish a linkage mechanism between basic public services and resident population to promote the allocation of public resources according to the scale of resident population.Based on the balanced panel data of 246 prefecture-level cities from 2010 to 2019,this paper constructs a Two-way Fixed Effect Model to explore the allocation of public service expenditures by local governments in China for the floating population,taking the impact of population mobility on local public service expenditures as a starting point.The findings of this paper are as follows.(1)The public service expenditures of local governments in China are mainly allocated according to the number of the household population.(2)The allocation of local public services takes into account the floating population,but the public service resources allocated to the floating population are lower than those of the local household population.(3)In places with population outflow,local public service expenditures will decrease as the population outflow increases,but there may also be localized waste;in population inflow areas,the increase in inflow will lead to a strain on local government financial resources,and thus the government implements a differentiated supply strategy for the floating population.The policy suggestions provided in this paper are as follows.(1)The central government should speed up the process of improving the financial transfer payment system and promoting the equalization of basic public services.(2)The government of population outflow area should allocate local financial resources reasonably and effectively to improve the efficiency of public service supply.(3)The government of population inflow area should ensure the fairness of public service supply and guarantee the public welfare of the mobile population.
