With the arrival of data age,People have gradually realized that data is becoming a basic strategic resource to change our life and social organization.Only improve the level of data opening and sharing can comply with the development requirement of data age.Ideally,the open access to data means public can access all kinds of information resources which do not involve privacy,and fully enjoy the convenience of data opening.Actually,due to the wide variety of data,lack of unified publishing platform,data disclosure standard etc practical reasons,there still exist some difficulties for public to obtain the necessary data without obstacles.The provincial outstanding achievement award for Social Sciences(herein after referred to as the social science achievement award)as a reward for the provincial scientific research achievement,is an important way for the experts and scholars in China to engage in the research of philosophy and social sciences.It has been led by the provincial government awards work organization and the development of the Provincial Social Science Award selection rules,the establishment of a special Social Science award Committee to assess.Through the recognition of the achievements of experts and scholars,not only can stimulate their enthusiasm for research and development,but also to promote the continuous development of national philosophy and social sciences.With the development of open access,the provincial social science achievement award winning information as a data type,should also be included in the scope of information disclosure,and the data are not stuck in the hands of the government,the winning information is not made public,which leads to the value of the data should be unable to realize.This article investigates the public status of the award winning information of the outstanding achievements of social science in various provinces,sum up the obstacles of accessing to award information opening of relevant departments of the provinces.The main aspects of this article is as follows:1.Research on the Present Situation of Reward Information Disclosure.Using Internet,includes the provincial(city,district)social science federation official website,government network to find access to previous social science outstanding achievement award winning results announcement text.Through investigation,conduct the status quo analysis according to the subject of reward information,the difficulty of retrieval,the degree of data release and data format.Understand the the status quo of outstanding achievements of social science award winning information macroscopically.Besides,by comparing with the government information disclosure,the paper also analyzes the relevance between government information disclosure and reward information disclosure.2.Analysis of access obstacles for award information.Based on the present situation of the awarding information of the outstanding achievement Award of Social Sciences,research the various obstacles to the acquisition of scientific research reward information from the publication and management,we study the various obstacles to the open access of research award information.3.Countermeasure research.In view of the problems existing in the open access,provide the corresponding countermeasures,and also put forward the idea of constructing the unified publishing platform of scientific research reward information,so that the research reward information can be better utilized.
