Nowadays, teacher exchange policy has already become an important measure to improve educational equality and to ensure balanced development of education. National polic ies such as The Decisions of the C PC C entral Committee on Deepening the Ref orm of Some Major Issues and N ational Middle and Long-term P lan for Educational Reform and Developm ent have put forward clear requirements for teachers’ exchange; at the same time, regional governments have abundant theoretical and practical experience in the policy making and implementation of teachers’ exchange, and research in this area is flourished tremendously.However, compare with Japan, US, UK and some other countries, teacher exchange in our country started comparatively late, considerable gap still exists with many questions which is to be narrowed. In 2013, C C ounty in Jiangsu introduced its first Teacher Exchange Policy, and started to implement teacher exchange on large scales actively.In this paper, 10 compulsory education primary schools in C County have been taken as examples. Make use of interviews and case method, interview education bureau leaders, communities, school administrators, tea chers, students and so on. What’s more, taking myself as a case, preliminary analyze <2013 Teacher Exchange plan of C ompulsory Schools in C County(Trial)>, find problems in teacher exchange process, then try to analyze the reasons of them, finally put forward ideas and strategies to teacher exchange policy. Hope to offer some part of scientific basis for teacher exchange work of C C ounty, and attract more precious researches in the future.According to the research of the implementation of teacher exchange policy of C County in 2013, there are still some problems as follows: 1.Support from the society to teacher exchange policy still seems limited. C hiefly appears that teachers do not really focus on teac her exchange policy, schools do not really support such policy than they appear publicly, and communit ies show their concerns to teacher exchange; 2.Teacher exchange lacks effective supports of all aspects. Mainly appears on the poor descriptions of policy rewards to exchange teachers, subsides can hardly meet the cost of teacher exchange, there ’s no clearly description to some other aspects of teacher exchange; 3. Management and evaluation among schools vary a lot. Managing ideas and degree of attentions to exchange teachers of different schools are generally different; it is rather difficult to evaluate exchange teachers comprehensively and fairly. 4. Growth of exchange teachers varies significantly. C hiefly focuses on the changes acquired by exchange teachers, inflow schools seem not so interested in guiding exchange teachers. 5. Exchange teachers do not show their great value in inflow schools. Some of the exchange teachers seem not be able to adapt to their new work environment, they can hardly show themselves to others. Furthermore, their teaching qualit ies are not considered good enough comparing with former teachers.For these parts, according to the problems and their analys is of implementation of teacher exchange policy, I put forward strategies as follows: 1.Build a system of “Compulsory teacher exchange” policy and propaganda. Establish ideas of compulsory teacher exchange, built the mechanism of general teacher exchange, set the exchange range and year limit, regulate a “one year exchange buffer period”. Strengthen propaganda of compulsory teacher exchange, government guides compulsory teacher exchange, medias promote compulsory teacher exchange, communities, schools as well as teachers maintain compulsory teacher exchange; 2. Establish an “everything goes with teacher” managing, evaluating and settlement of accounts system. Treat exchange teachers equally with other teachers. And build a win- win teacher honor belonging mechanism; 3. Try hard to build a scientific security system with “Special exchange fund”. To ensure the cost from teacher exchange co mes from the fund, to stimulate exchange teachers to do their best; 4. To establish “exchange teacher growing file bag” as soon as possible, to make sure exchange teachers acquire enough chances to grow. 5. Attach importance of follow- up development of exchange policy; push city and village teacher exchange, to treat present and later policies properly. Try to bring my little devotions to teacher exchange po licy for C County in the future.
