In September 2016,the Group of 20 summit in Hangzhou unanimously adopted the "Group of 20 to promote top quality apprenticeship initiative",confirming the apprenticeship is to promote skills development,to achieve a smooth transition from school to employment,stressing countries around the world are bound to take appropriate measures according to national conditions.The common vision of top quality apprenticeship explained systematically,analyzed the current situation of apprenticeship in China in depth and put forward relevant promotion measures,which will reflect China's responsibility,effectively achieve the goal of promoting employment,improving people's livelihood and enhancing the right to express the idea.Self-confidence on theory,road,institution and culture were reflected.Based on the analysis of the situation of apprenticeship research at home and abroad,this paper expounded the common vision of the top quality apprenticeship of the Group of 20 systematically and put forward the connotation and practical goals of top quality apprenticeship.In other words,whether the traditional apprenticeship or modern apprenticeship,all of them should be to promote employment,improve people's livelihood as the goal.The core of top quality apprenticeship is to promote high-quality employment of workers,and the key to high-quality employment is to let workers enjoy higher salary and social status.Based on the historical reality of China's new normal social and economic development,this paper focused on the strategic theme of supply side structural reform and building a well-off society in an all-round way.It clarified the importance and necessity of advancing the development of apprenticeship.On this basis,the existing apprenticeship system in China is divided into three types: enterprise apprenticeship system,school apprenticeship system and civil apprenticeship system,and explained the advantages and disadvantages of apprenticeship system in the form of specific cases.This paper considered that though the great achievements made in the development of apprenticeship in China,there are still some specific problems such as lack of social cognition,insufficient cooperation between schools and enterprises,lack of operational measures and lack of legal protection.For the purpose of promoting the rapid development of apprenticeship in China,specific measures such as perfecting laws and regulations strengthening inspection and supervision,constructing practice mode and clear implementation path should be adopted so as to enhance social cognition,speed up the implementation of top quality apprenticeship,improve the implementation effectiveness of the apprenticeship system.Only in this way can we achieve the greatest goal of promoting employment,improving people's livelihood and building a well-off society in an all-round way.
