Since the 21 st Century,the world economic globalization has been developing rapidly and the international competition is becoming more and more fierce.Many Countries have been strengthened great attention to the quality of education as well as teachers' professional development.Professional Learning Community has become a new perspective on the professional development of teachers.The cooperation of universities,schools,education authorities and other institutions of education has become an popular and effective mode to promote teachers' professional development in all of the world.This paper outlines the blueprint of collaborative mode and the theoretical basis of PLC.The theoretical basis of building collaborative teacher's professional development are the learning organization theory and group dynamics theory.Building collaborative teacher professional development can promote education reform and school reform and improve the level of teachers' professional quality.Besides,it can also combine theory and practice of education.The ideal collaborative mode of teachers' professional development,whose characteristics are as follows: the fully shared vision and goals,equal rights to speak,the expand community boundaries,the efficiently collective sharing of inquiry,good supporting conditions and effective management.After constructing an ideal model,this paper analyses the realistic condition of UK from five aspects: the common vision,multiple expansion of the organizational structure,personnel structure,various types of cooperation and supervision and management.Based on the above,this paper analyzes the implementation effect and problems of the British collaborative teacher professional development.Relative to the British collaborative development pattern,China's cooperative teachers' development model is still in the exploratory stage with many problems such as lacking of attention,basis of equality,supporting conditions and resource sharing.Based on the present situation,we should reflect the British collaborative teacher professional development mode,mirroring its successful aspects and avoiding its shortcomings.And after that this paper gives some suggestions on the construction of collaborative PLC.The suggestions are as follows: establish a common vision,through the educational legislation,strengthen the policy support,pay equal attention to theory and Practice,build a virtual platform and stimulateteachers' interest to promote their all-around development and so on.
