Decade of Education Information Development Plan (2011-2020) issued by the State proposed to provide high-quality digital educational resources and software tools, advocacy networks interscholastic collaborative learning, gradually develop the way of teaching and research form in network by experts leading, in order to promote professional development of teachers. Also proposed the use of advanced networks and information technology to build resource sharing mechanisms of higher education,Form this, we can see that our country is developing the form and route of teacher professional development currently, to implement the way that the expert guidance and resource sharing form. So it is fit for explored the professional development of teachers, universities and schools cooperation in the information environmentThis paper is divided into seven parts, firstly, proposed the background and significance to promote teacher professional by universities and schools collaborative in the information environment, and then analyzed the current status of research in this field, summed up the research questions.the present study aways Individually attention on teacher professional development,and universities and schools cooperation research, the real universities and schools cooperation to promote the professional development of teachers is very little, Especially by information technology tools.followedly analysised the challenges and convenient conditions under the basis current information environment for teachers’professional development, together with Lifelong learning theory, Dialogue theory, Group Dynamics theory and Teaching Reflection theory, Constructed the model to promote teacher professional development by universities and schools cooperation in information environment through the use of information technology advantage.using network platform to organize urban and rural teachers’teaching and research activity,Nextly, it in ierprets the whole theoretie model by elaborating the two important stages which are synchronous and asynchronous research activity.So that teachers can truly meet the needs of the professional community, the perfect follow-up to ensure that proposed strategies for universities and school cooperation to promote teachers’ professional development,in order to to ensure the cooperation satisfactory and effective.Build expert guidance, peer peer mutual help network sharing research platform truly means to limit the use of information technology to improve the current lack of cooperation appears, for example, geography, time, resources, etc. So that teachers can interact timely, achieve classroom teaching and research synchronization to improve teaching,and also can effectively promote the professional development of teachers in the form of teaching and research combine.
