The issue of educational justice has been concerned since ancient times.It is not only a universal problem but also a critical problem in the process of educational development and reform in China.The basic education plays a fundamental and guiding role in our national education system.It's a reason for which the basic education justice is very important in the research of education.The 18 th CPC National Congress pointed out: "the rational allocation of educational resources,priority to rural,remote and poverty-stricken ethnic minority areas,support special education,increase subsidies to students from poor families,children of migrant workers to actively promote equal access to education,so that every child can become useful only." Since then the party and the state have made many useful explorations to further promote the education of our country.The junior middle school is the critical phase of basic education,which connects primary school and high school's education.Therefore,it is necessary to strengthen the basic education,and promote the development of basic education's justice and quality.However,the education of middle school is still weak,and there is a lot of unfair factors in the process of whole basic education.It's the reason for which China is still on the initial stage of socialism.In addition,there are many problems constraints the development of junior secondary education.Firstly,the direction of policy setting is declinational.Secondly,the gap of investment in education exists among different regions.Thirdly,the unbalanced educational resource exists in the same region.Finally,the quality of education is unbalanced in all regions.To achieve junior middle school education just development must establish the just policy guidance,establish guarantee mechanism secondary education balanced development,improve the junior middle school education fund input mechanism,implement area junior high school education resource sharing,the reform of junior middle school education quality evaluation and school appraisal system,in order to make our country foundation education of junior high school just get maximum implementation.To achieve the impartial development of secondary education must establish the fair policy and safeguard mechanism,improve education funding's investment mechanism,etc.reform the institution of assessment and inspection.It is a strong guarantee that the basic education justice of the junior middle school in our country is fully realized.
