In the past four decades,the reform and opening up has promoted China's economy to develop rapidly.At the same time,the Chinese Communist Party and the government has attached great importance to social justice and regarded the equal access to education as foundation engineering of social justice and building a harmonious society.There is a growing recognition that the special education equity is part and parcel of education equity and that its development level is absolutely necessary aspect of education for all-round development and universal education realization.According to the specific requirement of “The Outline of National Medium and Long-term Educational Reform and Development Program(2010-2020)” announced in 2010,“A basic system of public education service system will cover both urban and rural area and gradually achieve equality of public education service ”.In particular,the Outline has noted that “The State shall expand input to support and develop educational undertakings for the disabled and guarantee the right of disabled persons to education for the further development of education enterprise in the future ”,it also stresses:special education enterprise should be brought into the government planning for social and economic development.With laws and policies published by government came into effect in succession,the special education schools were established step by step since 1980 s and special education enterprise has maede fundamental progress,however,we should also see that it still lags far behind the urgent needs of the disabled people and social development.At this stage,special education in China has many problems in the matter of educational access,teaching and education quality,teaching evaluation and employment,which brings great impact on the construction of our national education justice enterprise.Under the background of the new economic trend and at decisive stage of building a well-off society in an all-round way,we need in order to further analyze and study the present situation of our special education justice issue to provide theoretical support for the practice of education enterprise.Based on these mentioned above and combined with the related theory of special education development,this paper focuses on the existing problems in the development of special education justice at present stage in China and mainly analyses research situation of the special education in academia,aimed at paying close attention to special education group and promoting special education justice value reliazation as the end-result.This paper begins with research on a problem-orientated basis,which is divided into five parts.The first part is introduction,including these four aspects: proposition background,what is more research significance,literature review and research priority,it plays the upholstery role for the deeply interpretation below.The second part mainly discusses the basic meaning and theory resource of special education justice research for pointig out basic problems and theoretical basis later.The third part is going to talk about the present situation of special education justice practice in our country from the aspect of its achievements and problems.The fourth part explores the causes of special education existing problems from three dimensions of representatives immediately after third part.The fifth part is the essences of this paper,this part conducts a comparative analysis on experience available for reference both in China and abroad,pointig out realistic approach to improve unfair phenomena of special education in our country,giving some targeted and feasible suggestions.
