In recent years, with the increasing demand of public sports infrastructure, the Chinese sports industry has been rapid development. The sports venues as the basis of various sports also entered the construction and development of acceleration period.Because of the large investment, long construction period, slow investment recovery,implicit directly benefit and the original business model dominated by the government is not high, it directly affect the healthy and sustainable development of the sports venues.Therefore, the PPP model applied to the construction of public infrastructure has entered the sports stadium industry, and now China has entered the stage of practice promotion?PPP model is a kind of an optimized innovation model of financing and construction management developed in public infrastructure construction, which is based on the concept of "win-win" cooperation involved in all participants. Although the construction and operation of large and medium-sized sports venues have been rapidly developed and a large number of the framework policy guidance documents have been issued, which have solved many puzzles and problems, there are still many deep problems exposed in the in-depth application of sports venues industrydue to the characteristics of the PPP model and the nature of the project of the sports venues industry with lack of necessary practical operation experience. The operation mode of market mechanism is not mature in the management of sports venues, so that large number of large and medium-sized sports venues in China can't be effectively utilized after a specific sports event resulting in financial, material and human resources. Therefore, in a long period of time, the overall management level of sports venues in our country has yet to be improved.The operation mode of market mechanism is not mature in the sports venues. In the end of a specific sports event, a large number of large and medium-sized stadium can not be effectively utilized resulting in the waste of financial, material and human resources.These problems are largely due to the mismanagement of sports venues. Therefore, with the continuous promotion of the PPP model in the sports venues, the market development level of the stadium industry is still at a disadvantage for a period of time and operation management is still not standard and scientific. How to develop the operation management in the PPP mode much more scientific and more demonstration effect,which is an important issue of the development of sports industry in China.The thesis in-depth study of the relevant elements of sports venues operation and management based on the combination methods of the literature, logic analysis, Delphi method and case analysis. The research proceed with the reality demand and development trend of sports venues industry to build a management related elements framework system from the perspective of the theory of constraints and operation management on the bases of domestic PPP sports venues projects.The system systematically covers the relevant elements of the implementation of the sports venues by the PPP model. On the basis of the qualitative analysis,the quantitative analysis of relevant factors about operation management is triedand the important operational factors are analyzed in order to put forward the operational risk factor framework and contract organization recommendations. The research will provide a scientific basis for the development for large and medium-sized sports venues under the background of government and social capital cooperation to promote more healthy, effective and sustained development.
