These guide-lines are vigorous encouraging, full supporting, correct leading and effective administration. As the practicer of Private Higher Education, private colleges in China have made significant progress in both the scale and the quality of Private Higher Education. So Private Higher Education is increasingly becoming an important branch of higher education while it is playing an important role in the process of deepening the reform of higher education and it is also making Higher Education in China to be a more popular situation. However, Private Higher Education is facing a difficult and complex situation so that there are many risks in the operation of the private colleges. These risks have become the main factors that lead the private colleges to be bad or to close down. To a certain extent, these risks have influenced and restricted the development of the private colleges. Therefore, it's urgent to strengthen the study of the private college's operational risks.As an alternative education, the private colleges is doomed to face hundreds of difficulties and uncertainties what the public higher educational institutes doesn't have in China since its birth date. These difficulties and uncertainties are that property rights are indistinct; the scales of the private colleges are different; the private colleges are on different levels; the teams of teachers are weak; the sources of student are unsteady; the policy on Private Higher Education is also unsteady and so on. These difficulties and uncertainties seriously restrict the private colleges to improve its operation and management. In such a complex and changing situation, the private colleges have to exert their advantages, import the competing mechanism, build up a set of new operational ideas and improve the efficiency of administration if they want to develop themselves in competing with the public higher educational institutes. After importing the competing mechanism, the private colleges will face a lot of operational risks so that they must strengthen the consciousness of risk management. Therefore, the operators of private colleges should enhance the awareness of risk management and implant it into the whole process of school operation. While paying attention to enhance the content of construction, they should conform to the demand and changes of the market, raise social funds widely, absorb idle resources for education of society, expand the opportunities and space for the development of private colleges, achieve "internally and externally", keeping the momentum of development and promoting long-term development.
