With the innovative application of information and technology,ICT(Information&Communication Technology)in higher education has entered into the new era of big data.As complex social system project,benchmarking management is of great significance for the sustainable development of ICT in higher education.CDS(Core Data Service)project is a typical example of benchmarking management for ICT in higher education in the era of big data.It launched by EDUCAUSE which is a well-known specific organization for ICT in higher education in the United States.Taking the CDS project as typical case to research on the benchmarking management of ICT in higher education in American has important value for comprehending benchmarking management under the background of big data,absorbing international experience,and promoting the practice of benchmarking management of ICT in higher education in China in the era of big data.This thesis mainly includes the following three aspects:firstly,based on the in-depth interpretation of document literature,this thesis explicated higher education and ICT in higher education,IT governance and decision-making of ICT in higher education,benchmarking management of ICT in higher education etc.from theoretical basis;secondly,based on the theoretical research,this thesis took CDS as typical example to analyze benchmarking management of ICT in higher education comprehensively,reveal the basic structure,main process and basic characteristics of benchmarking management of ICT in higher education in the era of big data reflected by CDS,expound the value of CDS as the tool of benchmarking management for the strategic decision,core resources allocation,tactics design and other aspects in the development process of ICT in higher education;besides,this thesis summarized the experience of CDS as successful benchmarking management practice for ICT in higher education in American from international comparative perspective,and expatiated its particular implications for benchmarking management of ICT in higher education according to the reality and challenge faced by the development of ICT in higher education in China.The main conclusions of this thesis are as follows:firstly,CDS project as the typical example of benchmarking management of ICT in higher education in the era of big data led to the data sharing of ICT strategy,policy,system,financial issue,personnel management and other aspects in America,formed a set of management system of benchmarking management of ICT in higher education based on the large data,promoted the development of ICT in higher education by assisting in strategy decision for higher education institutions,allocation of digital resources and design of tactics;secondly,this thesis revealed the success path of CDS project for the benchmarking management of ICT in higher education in American includes the top-level design of data strategy which lead to the development of ICT in higher education,the sharing of data for the sustainable development of ICT in higher education,and the effective leadership of IT to promote the realization of the core mission of the university;thirdly,the enlightenment of CDS project for benchmarking management of ICT in higher education in China is to attach great importance to the top-level design of ICT,realize the strategic consensus of ICT and the goal of university,build basic information database for the ICT in higher education in China and formulate benchmarking management system based on big data to optimize capital investment,resources allocation,personnel staffing and promote the innovation of service model.
