"Compulsory education not only an important way to eliminate differentiation and differences,but also cause social differentiation and differences in an important reason.”Since China's "Compulsory Education Law" formally promulgated after ten years of implementation,China to achieve the basic universal nine-year compulsory education,basic eradication of young and middle-aged illiteracy goals,population coverage of more than 85%.The development of compulsory education has achieved remarkable achievements.With the substantial increase in primary and secondary school enrollment rate,equal access to education is basically achieved,at the same time,birth control leads to reduced students,rural tax reform led to the financial contraction and other reasons,the contradiction between the shortage of educational resources in rural areas has become increasingly prominent.In order to promote the balanced development of compulsory education,reasonable allocation of limited educational resources,in the country began a vigorous rural primary and secondary school layout adjustment campaign,This is what people call the "closing and merging school" public policy.Now this policy has been implemented for more than a decade,How to adjust the status of the implementation of the layout adjustment about "closing and merging school"?What has been achieved?What is the problem?Why do these problems arise?How to solve these problems?I inherited and carried forward on the basis of previous studies,combined with the actual town of Guangxi Luzhai,on the "closing and merging school" to implement a series of issues in-depth discussion and comprehensive analysis,And put forward some suggestions on how to solve the problems arising from the implementation of the "closing and merging school" implementation,how to effectively promote the development of rural education balanced.This article focuses on the three main aspects of the problem,the reasons,and countermeasures,the following research is carried out:The first chapter is the introduction,mainly introduces the author's pre-preparation and thinking of the paper,including the research origin of the paper,the significance of the study,and in-depth analysis of the "closing and merging school" policy implementation of the status quo,to determine the paper Research methods and logical ideas;The second chapter is the theoretical exposition of the problem of "closing and merging school".Through the definition of the concept of "closing and merging school",the background of policy introduction is analyzed,and through the theory of educational equilibrium theory and policy implementation theory,the theoretical support;The third chapter is the empirical study,collects the data through the actual investigation,and analyzes the measures and the effectiveness of the implementation of the policy of "closing and merging school" in Luzhai County,and explores the relationship between the adjustment of the campus layout and the achievement of the balanced goal of education;The fourth chapter is through the "closing and merging school" policy implementation,analysis of policy implementation process problems and causes.Through analysis,it is pointed out that the adjustment of rural primary and secondary school layout does have some problems in the process of policy implementation,which makes the goal of education balance;Chapter 5 puts forward some solutions to the problems arising from the implementation of the policy of "closing and merging school".This chapter explores how to arrange the school,family and social education support system,how to solve the problem of traffic safety of students in school and how to solve the shortage of teachers in rural areas from the perspective of educational balance and policy implementation problem;The conclusion part of the study of this paper made a holistic summary.
