The nine-year compulsory education has been basically universalized in our country since 2000. Then the balanced development of the compulsory education has become the focus of the education transformation.The state has adopted a series of policies to promote the balanced development of compulsory education. However, the policies can not be carried out directly. Policy implementation plays a key role between the policy plans and policy objectives, and the balanced development of compulsory education policy to achieve the desired objectives can depend on the effectiveness of policy implementation. At present, the balanced development of compulsory education with county becomes the realistic way and first choice to implement the balanced development of the compulsory education. Therefore this paper attempts to research the current balanced development of compulsory education with county from the perspective of policy implementation, hoping to contribute to the balanced development of compulsory education with county in our country.Methods of survey and literature are mainly used in this research. This research firstly gives the concept, relative literature and theory foundation of the field. Then based on the methods of survey and literature, the research conducts an analysis on the educational administrative organs’ and compulsory education schools’ actions of the policy implementation of the balanced development of the compulsory education in W County. During the policy implementation, the educational administrative organs and compulsory education schools present a series of positive actions.But deviation actions are showed at the same time, referring to the insufficient interpretation actions of the policy, undemocratic implementation actions of the policy, actions far from the actual education situation, the symbolic and passive implementation actions of the policy.The research then conducts the cause analysis on the deviation actions of the educational administrative organs and compulsory education schools of W County during the policy implementation.The causes are including the driving of different kinds of interests, the imperfect of policy system, the lack of policy resources, the restriction of policy environment and the general quality of the policy implementation personnel. Finally, the research puts forward relevant suggestions from five aspects:to rebuild the roles and functions of the government, to strengthen the construction of the policy system, to keep the value orientation of the public interest, to enrich the policy resource, to improve the quality of the policy implementation personnel.
