In the 21st century, balanced development of compulsory education in China has become the focus of education reform and social concern, and promoted the balanced development of compulsory education in the county is an important foundation for the reality of the path for achieving balanced development of compulsory education.This paper attempts to further study the current status of policy implementation the balanced development of compulsory education in the county. This research selected Qidong County to policy implementation theory, the use of literature, surveys and other research methods.Firstly, the introduction, including the reason of selected topic, the meaning, the ideas of the research. Secondly, summed up in Qidong County, since 2005, the balanced development of hardware, balanced development of teachers, students balanced development, education and treatment, the layout adjustment into five levels of funding for the introduction of a number of specific policies. Thirdly, analysis of the balanced development of compulsory education in Qidong County, policy implementation and influencing factors. Finally, relevant policy recommendations to ensure implementation of the policy.The paper focus on Process Model and Integrated Model to build a theoretical analysis framework, and conducts a factor analysis of the problems in the process of Qidong policy implementation. Suggestions are put forward from four aspects finally.
