In 2001,the Ministry of Education promulgated the "Basic Education Curriculum Reform Program(Trial)" proposed to "Implement national,local and school three-level curriculum management".In 2003 "ordinary high school curriculum plan(experimental)" continue to set a detail target that "Give reasonable and sufficient school autonomy,creativity to the implementation of the national curriculum for the school,adjust measures to local conditions to develop school courses,for students to choose courses effectively".And this plan emphasized the fully development of curriculum resource,at the same time through the adjust measures to local conditions of curriculum development,given a contribution to the local economic construction and social development.Since then,the local curriculum,especially the school curriculum,that is,the development and construction of school-based curriculum has become a unique view of the new round of basic education curriculum reform.All schools across the country,especially ordinary high school has developed school-based curriculum on the agenda.However,due to the situation around the school,school-based curriculum development situation is also different.The economy of Qin'an County in Gansu Province is relatively backward in northwest region,and the curriculum resources are lacking and the development of the school-based curriculum fall behind compared with the developed areas.Based on the investigation and study of the development of school-based curriculum in several high schools of Qin'an County,we find that there is still a lack of understanding and acquaintance of the school-based curriculum,teacher don't want to join in,lack of expert guidance and professional training for teachers,insufficient development of curriculum resources,the implementation of class cannot be guaranteed,the evaluation method is more simple and so on.Combined with Schwab's "practice model" and Stern House's "process model" theory,we give the suggestions that clarify the school education philosophy,a construction of integration community of research and study,to carry out specialized training and self-training,the establishment of curriculum resources database,ensure the seriousness of the curriculum plan,develop a new vision of curriculum evaluation and so on.Hope all the suggestion gives a reference for the development of school-based curriculum of Chinese high school in Qin'an County.
