In July 2015,the ministry of education makes up Shadow Education to ban policy effect,the main purpose is to limit for primary and secondary schools and teachers,easing the burden on students,advocating people-oriented quality education.But after the policy implementation,policy did not have the desired effect.Due to low wages for teachers,the administrative department for factors such as poor regulation,exam-oriented education system,for the market demand is still strong.Many primary and secondary school teachers still participate in the social training institutions set up,taking a stake in or employed,makes the forbidden fill policy implementation effect weakened to some extent.From p county in-service teachers participate in the present situation of shadow education,we have for the nature and characteristics of systematic research.By collecting a large amount of data,for students,teachers,non-cooperative game between regulators were analyzed,we discussed the main body in the pursuit of self-interest maximization strategy behavior,We deeply analyze the ban policy failure reasons and expounds the target path of policy optimization,and put forward to strengthen the supervision and regulation,the promotion of quality education,higher wages,optimizing education resources layout and the civil servant status 5 points and advice given primary and secondary school teachers.
