"Remedial Education", "Cram Education", "Tutoring" as a social widespread phenomenon, receive maximum attention,and the international will call it the "Shadow Education",it like the public school education’s shadow, follow the pace of mainstream education. In recent years, with the publication and implementation of some compulsory education policy, shadow education shows a tendency of prosperity,but it still has many problems in the process of development, therefore this thesis attempts to use game theory, analysis the current compulsory education phase shadow education treatment policies,and puts forward the policy recommendations of the shadow education management.Thesis mainly divided into four parts, the first part introduces the domestic shadow education history stages of evolution, and it is divided into three stages, respectively rise stage, stage of development and marketization stage. The second part introduces the shadow education participants, namely the basic situation of the "players", including suppliers of tutors, the demand sides, government and schools, and suppliers includes college tutor, in-service teachers’extracurricular counseling, school counseling organization, the demand are parents and students. The third part is through the game theory, analysis the shadow education treatment policy main body, such as the demand side to the demand side, the supply side to the demand side, government to suppliers, and the school to government.trying analysis shadow education’s treatment policy. The fourth part through analysis the shadow education’s treatment policy, puts forward the relevant policy recommendations of the shadow education management.Shadow education as a social form of education,the government must set up a policy system based on the rule of law education concept.When government regulate the compulsory education stage education policy, take into account the interests of all parties,change idea, from administrative management to institutional governance,through innovative education system, changing the concept of education, promulgating laws and regulations about business education training institutions, further improve the quality of public school education,encourage education practice activities, at the same time, organize mobilize social forces,meet the demand of diversified education.
