Research On The Current Situation And Countermeasures Of The Operation Guarantee Mechanism For Henan Kinderhartens

With the increasing emphasis on pre-school education in recent years,pre-school education ushered in the rapid development of the period.Also as a large population,Henan Province,the cause of pre-school education is also developing,but at the same time kindergarten in the operation and development encountered a wide range of problems.The reason for this is that the lack of good operational guarantee mechanism.After researching the literature,we find that there is a lack of research on the guarantee mechanism of kindergarten operation.Therefore,this study hopes to find out the problems in the kindergarten operation guarantee mechanism of Henan province by giving an in-depth study on the guarantee mechanism of kindergarten operation in Henan province,So as to enrich the basic data on the operation guarantee mechanism of kindergarten in Henan province,and provide reference and basis for local governments to solve the problem.In this study,through the questionnaire survey and interview method,through the Henan Province,662 kindergarten principals fill in the "Henan Province kindergarten operation guarantee mechanism" questionnaire data,combined with the length of the interview,the Henan kindergarten operation guarantee Mechanism status description.First,the status quo of policy support includes the following four aspects,the status quo of policy promulgation,the current situation of policy advocacy,the status quo of policy implementation,the status of government inspection and management;encourage the majority of policies,propaganda and implementation is not enough,the government on rural kindergarten Less,lack of full-time management and management.Second,the status of funding protection: the amount of investment,the main body of the investment and the regulatory status of the description of the funds.Funding is increasing year by year,but the total amount is still insufficient.The main body is mainly parents,and the use of funds is neglected.Third,the status quo of teacher protection: mainly including the status quo of teacher qualification,the distribution of kindergarten teachers and the status quo of the distribution of kindergarten teachers.The number of kindergarten teachers is higher than that of college teachers,and the proportion of kindergarten teachers is higher than that of college kindergarten teachers.Fourth,the status of education quality assurance: the existing education quality assessment system and the existing assessment of the quality of education.Is gradually establish the evaluation system,but the implementation of poor results;quality assessment of a single,more subjective general.Through the above analysis of the status quo,found that there are the following problems.First,the policy support,the government responsibilities are not clear,some kindergartens lack of management;lack of specialized management agencies,policy advocacy is not in place;government co-ordination is weak,policy implementation is not in place.Second,the funding security,the government funding shortage,the cause of the development of unbalanced;low utilization of funds,the lack of effective management;the lack of scientific and reasonable fees,supervision is small.Third,teacher protection,the teacher system is not perfect,the teacher team is unstable;teachers lack of learning opportunities,professional quality to be improved;private garden and rural kindergarten teachers and interests can not be guaranteed.Fourth,the quality of education support,the lack of scientific system of education quality assessment system;lack of systematic regulatory system.Based on the analysis of the above problems,this paper gives the following countermeasures to solve the problems existing in the current situation of kindergarten operation guarantee mechanism in Henan province: formulate the pre-school education regulations in the province;establish the county-based fund guarantee mechanism;clear government authority,Reasonable division of responsibilities;to develop detailed professional standards for teachers;improve the system of early childhood teacher title assessment;the establishment of kindergarten information management system;the establishment of education quality assessment and regulatory system.
