Study On The Current Situation And Influencing Factors Of The Guarantee Mechanism Of The Opening Of The Sports Facilities In The Primary And Middle Schools In Ningbo

Security mechanism is the key to promote the opening of school sports venues.Taking necessary measures can help maintain normal teaching order of the school after sports venues opening up,prevent accidents,improve opening enthusiasm and opening rate,and avoid the problems in opening schools.Almost all eligible public schools in Ningbo are opening to the outside,which has accumulated rich experience and practice.However,there are problems such as management difficulties,resources shortage,and security with no guarantee.By analyzing the situation and factors of the guarantee mechanism for the opening of school sports facilities in Ningbo,and putting forward corresponding countermeasures and suggestions according to the existing problems,it helps promote effective and sustainable development of sports venues opening in primary and secondary schools in Ningbo.The research objects of this study are the guarantee mechanism and its factors of the opening of primary and middle school sports stadium.It randomly selected 60 primary and secondary schools of six districts(Jiangdong Jiangbei Yinzhou,Haishu,Zhenhai,Beilun)as the research object,using the method of literature,questionnaire,interviewing and mathematical statistics and logic analysis method,.It researches on the situation of guarantee mechanism for the opening of school sports facilities in Ningbo,the results include:1,according to the data of the sixth census,the number and area of construction of sports venue in primary and secondary schools in Ningbo is increasing by year.The input of construction fund includes financial allocation,lottery public welfare fund,money raised by organizations themselves and social donations,mainly from the financial allocation.The opening rate of school is high,75% of the school stadiums choose to open in non-teaching period,including early in the morning,at noon and in the evening,weekends,holidays,etc.57% of the schools received less than 500 people per week,with employees less than two on average.The main operation modes for opening include independent operation,cooperative operation,entrust operation-the independent operation in the most important one.2,security mechanism includes 6 levels: policies and regulations,management structure,financial security,safety,performance evaluation and incentive mechanism.The problems existing in venues opening of primary and middle schools in Ningbo mainly include the lack of mandatory policy,unspecific responsibility,weak execution,poor coordination among functional departments,difficult personnel management in the manage process,severely damaged facilities,lack of funds for managing staff,defective school prevention mechanism and government security mechanism,shortage of the implementation of performance evaluation.It should evaluate the problems in the open system comprehensively,and activate the volunteer incentive mechanism to encourage more people to participate in the work of school sports venues opening.3,the influencing factors of opening of primary and middle school sports facilities in Ningbo mainly include the system factor,the management factor,the personnel factor and the safety factor.The highest mean values of these four factors respectively are: the government purchase accident insurance,the impact of teaching management,training personnel safety responsibility,and property safety.Conclusion: Primary and middle school sports stadium opens early in Ningbo.There are many relevant documents,but problems exist as well-the system is not perfect,the policy executive power and the professional managing personnel and innovation mode are in short.It is necessary to establish a good policy environment,promote the school sports facilities open,explore new open operating mode,mobilize social organizations to participate in the management,raise funds in various ways and improving the effectively using rate of funds,set up the third party to identify responsibility,take a variety of measures to deal with security incidents,establish feasible volunteer service mechanism,and improve matching service of the opening.
