| In recent years,with the government’s series of outlines,opinions and the promulgation and implementation of the plan,the development of the sports industry has received more and more attention from the national level.With the rapid development of the mobile Internet,how to meet the basic needs of the people for the public service platform is the basic tenet of building a basic public service platform in the new era.Sports public service mobile platform is a new form of sports public service platform.It is an open data mobile terminal with mobile device as the carrier,integrating data collection,data analysis,personalized design and resource matching.It has mobility.The characteristics of interactivity,openness,integration,sociality and closed-loop are able to meet the public’s demand for sports public services more quickly and conveniently.At present,the“Yundong Chongqing” sports public service mobile platform operation guarantee mechanism has the following problems:(1)The implementation of policies and regulations is not in place,mainly because the development of China’s sports industry is relatively late and the current sports consumption is not sufficient.(2)Insufficient government funding and a single source of funding.In terms of financial input,China’s sports industry has invested less.The Chongqing municipal government has insufficient investment in the “Yundong Chongqing” mobile platform and has a single source of funds.(3)Information collection is incomplete,data information is leaked,and information processing is slow due to slow system upgrades.(4)System update is slow,software development lags,mainly due to the lack of platform technicians.(5)Lack of talent resources and imperfect talent mechanism.Influenced by the platform talent training mechanism,employment policy and career choice concept.The author puts forward the following strategies:(1)Improve the policy system at the national and government levels,and at the same time strengthen the implementation of the policy system,diversify the form,implement in all directions,multilevel and wide-area;(2)the government’s fiscal expenditure must be balanced,In the public service of sports,increase capital investment and establish special funds.At the same time,the platform needs to broaden the sources of funds and maintain thenormal operation of the platform.(3)Information security requires data security technology,and platform staff have security awareness to ensure information security.(4)Scientific innovation is very important for the development of the platform.It is necessary to continuously improve the platform service functions and strengthen the exchange of technical fields.(5)Strengthen the construction of talent team,establish a reserve talent mechanism,improve the efficiency of employees within the platform,and establish an incentive mechanism.For the five aspects of the safeguard mechanism,the various elements work together,among which policies and regulations are the basis,and the economic input guarantee mechanism is an important condition.Science and technology innovation is an important means of guarantee mechanism,and human resources are the key factor of the guarantee mechanism.Information security is an important manifestation of the safeguard mechanism.In the operation process of the whole mechanism,every link is closely related,mutual cooperation and mutual influence.The operation guarantee mechanism needs to unify people,finance,materials,letters,policies and regulations,and can not only isolate one aspect.Through the in-depth study of the operation guarantee mechanism of the“Yundong Chongqing” sports public service mobile platform,the countermeasures for the protection mechanism of the platform are proposed.Improve the operational guarantee mechanism of its public service mobile platform itself,provide practical experience for the construction of the sports public service platform operation guarantee mechanism,and lay the cornerstone for the healthy development of China’s sports public service mobile platform. |
