| The liberalization reform of higher education in Uganda in the 1990s is a classic case of higher education reform under the guidance of the new liberalism.The results of the liberal reform of higher education in Uganda have shocked the world and have been highly praised by the international community,known as the "quiet revolution".The appreciation of the international community is a recognition for the results and reform models of Uganda’s higher education reform.In the course of educational reform of nation-state,the study on the liberalization reform of higher education in Uganda has a certain influence and reflection on the relationship between state power and global power and the effective development of international education cooperation.This study is based on the liberalization reform of higher education in.Uganda.This paper has summarized the background,the policy formation-process,the reform strategy,the reform effectiveness and the experience of the liberalization reform of higher education in Uganda applying the methods of text analysis,literature research and historical research.Finally,the author will put forward some thinking combined with the current background of global education governance and the situation of international education cooperation.This study consists of five parts.The first part is the background of the liberalization reform of higher education in Uganda.This section is devoted to explain the international and domestic background of the liberalization reform of higher education in Uganda.The reform of higher education in Uganda is carried out under the influence of many factors.The collapse of Uganda’s economy and society is the most important reason for the crisis of higher education.Then in order to save the economic crisis,Uganda accepts the world bank’s structural adjustment plan and achieved good results.Therefore,the liberalization reform of higher education in Uganda is an inevitable extension of its satisfactory political and economic liberalization reform.At the same time,the new liberalism trend of international higher education is also an important factor affecting the liberalization reform of higher education in Uganda.Under the combined effect of internal and external factors,Uganda begins to carry out the liberalization reform of higher education.The second part is the preparation of the liberalization reform of higher education in Uganda.This section specifically analyzes the mobilization preparations for the liberalization reforms of higher education in Uganda.The liberalization of higher education in Uganda is a reform involving a wide range of stakeholders.The reform is the subversion for the traditional higher education in Uganda,and so that the reform is facing enormous resistance.In order to reach a consensus among higher education stakeholders on the reform model of higher education,before the implementation of the liberalization reform of higher education in Uganda,the government has carried out extensive consultation on the basis of policy review and reform framework.The liberalization reform of higher education at the national level in Uganda has been first reflected in the report of the three committees appointed by the state.The report of the three committees has one thing in common,and that is,the need to implement the policy of cost sharing.The third part is the strategy and effect of the liberalization reform of higher education.This part mainly discusses the reform strategies and results of higher education in Uganda.The reform of higher education in Uganda has followed the principle of the new liberalism of the world bank,and has carried out the higher education reform of marketization,privatization and liberalization.Under the principle of new liberalism,the Ugandan government has mainly adopted the strategies of private sector participation,dual-track fee system,affirmative action,trying for the international community to reform higher education.After the reform,higher education in Uganda has realized the growth of enrollment opportunities,the improvement of independent income generating ability in colleges and universities and the increasing close relationship between the development of higher education and market demand.The reform has not only lifted Uganda’s higher education out of the crisis of development,but also has a new vitality.The fourth part is the experience summary of the liberalization reform of higher education in Uganda.This part mainly analyzes the experience of Uganda in the process of the liberalization reform of higher education.In the 1990s,the liberalization reform of higher education in Uganda is a typical case of higher education reform under the guidance of new liberalism.And it is also another successful case of structural adjustment plan with the leadership of the World Bank.The strong willingness to reform,the solid foundation of public opinion and the rational reform strategies in the process of liberalization reform of higher education in Uganda are all the experience of reform with national characteristics in Uganda’s higher education reform.The fifth part is the reflections on the liberalization reform of higher education in Uganda.This part is mainly based on the study of the liberalization reform process of higher education in Uganda,combined with the current trend of global education governance and the status of international educational cooperation,to discuss under the background of global education governance what should the nation-state do to properly deal with the relationship among the nation,the international organization and the civil society organization.So that the initiative of reform could be tightly grasped by the nation-state,and then the nation-state could make independent decision and lead the process and direction of the reform.At the same time,in the national education development cooperation,the developing countries should also actively seek the initiative,and actually make the international education cooperation into practice from theory. |
