Under globalization,roles of the World Bank in global educational governance have become increasingly prominent.As one of the world's three largest economic organizations,the World Bank promotes the development of global education with its financial strength and knowledge.With the increasingly close cooperation between China and the World Bank,the study of roles of the World Bank's global educational governance is conducive to China's better participation in the World Bank's educational activities and global educational governance.Based on the conceptual framework of role cognition,role construction and role expectation,this thesis studies the evolution,characteristics and influence of the World Bank's global educational governance.First of all,from the dynamic results of the interaction between the external social environment and the internal structure of the World Bank,the chapter two is divided into four roles about the World Bank's global education governance evolution.(1)Bystander(1963-1981): The World Bank regards education as a means and a tool for “poverty reduction” and “economic growth”,focusing on the “hardware” type of education venues and equipment,and paying no attention to the nature of education and Other functions;(2)Explorer(1981-1995): The World Bank has carried out the adjustment of education structure,the amount of education loan funds has been rising,and the advantages of educational financial institutions have gradually become prominent,but still pay attention to the economic value behind education investment and education return.(3)Participant(1995-2008): On the basis of maintaining the role of “financial bank”,the World Bank has opened up a new role of “knowledge banking”,and has been constantly “hard governance” in the type of education governance.“Soft governance” tilting;(4)Builder(2008-present): The World Bank has become an important actor in global education governance due to its strong financial capabilities,strong intellectual capabilities and international political influence,and is increasingly concerned about the quality and results of education and learning.Second,roles of the World Bank's global educational governance are rooted in the logical system of the Bank's functional goals and institutional nature.The function determines that the World Bank is a financial institution for development.And the goal of “poverty reduction” and “prosperity” are the return of the value of global educational governance.On this basis,the Bank's dual attributes of “banking” and“non-banking” directly affect the role of the World Bank's global educationalgovernance,namely roles of “financial bank” and “knowledgeable bank”.On the one hand,the Bank participates in global educational development by providing funds.And its education lending has become a strong evidence for the Bank to promote global education development,and has a great impact on the discussion and reform of global education policy,especially in countries with weak infrastructure..On the other hand,the World Bank is a producer,manager and disseminator of global education knowledge,shaping its “knowledge-oriented” role through publications,“educational knowledgeable management systems”,international seminars,online online learning,and etc.Third,this thesis analyzes the role expectation of the World Bank's global educational governance from the social perspective of “insider” and “outsider”.On the one hand,from the "all-people learning" education strategic goal to study the role of "insider",the Bank pays attention to the quality of teaching and learning outcomes,and regards the measurement of educational system performance as the cornerstone for improving learning outcomes.As result,the Bank collects and provides global evidence of education as a basis for providing financial support for education,with a view to becoming an education funder,an educational concept promoter,an educational international collaborator,and an educational benchmark.On the other hand,from the educational cooperation experience between China and the World Bank to research the role of “outsider”.The educational partnerships between the two are increasingly close,including education funding cooperation,educational concept cooperation,and educational knowledge cooperation.However,the World Bank has some top-down educational standards and evaluations that are contrary to the educational practice of China.In addition,most of the Bank's internal executives are from the United States,resulting in the cooperation between the two countries affected by China and US relations and US goals,resulting in role conflicts.At present,China is in a critical period of global education cooperation.The development and evolution of the World Bank's global educational governance has provided experience for the international cooperation of China's “Belt and Road”education initiatives,and also better participated in the World Bank for China.Global education activities provide a path to enlightenment.
