Social work as a new professional is different from the third industry,which plays an important role in the solution of social problems,social services and the construction of vulnerable groups.In the coastal cities of china,Social work forms its own system in exploration.But due to the lack of social organization and the shortage of human resources,seriously hinder the development of social work.So the social work development is relatively slow in western region.By 2020,the six ministries and commissions such as the department,the ministry of civil affairs in the "three areas" social work talent plan is put forward that introduced about 1000 social work professionals work or provide services in ethnic minority areas,remote areas and poor areas to realize the goal of "equal social work services".The implementation of this policy means that the construction of social workforce in poverty-stricken areas on the agenda,which is conducive to poor areas of social work personnel training and injection,promoting the development of social development and social harmony in poor areas.Because C county is a typical poor area.By participating in the project based on the present situation of the social work personnel training in C county of Shanxi province,combined with the quantitative analysis of the questionnaire,visiting research,case study,group,participate in community activities and understanding social work talent team construction situation in poor areas systematically.Survey finding that the construction of talent team in C county is mainly based on the government's macro guidance and institutions as the platform to improve the quality and quantity of qualified personnel.Research shows that government,social organization,colleges and universities are poor areas of social work personnel to build a strong booster,and the policy is an important guarantee for the development of professional personnel.Social work talent team construction is to maintain stability and poor areas to promote the harmonious development of poor areas of effective strength,is also the main talent support to poor areas out of poverty.
