Strengthen social management and public services, the CPC Central Committee putforward specific demands. Creating a rational structure, quality of social work personnel, isto build a socialist harmonious society urgently needs, but also the new situation in front of usa hem urgent tasks and important issue. This grass-roots social work from Changchun Citypersonnel present situation, affirmed the social work professionals in the building of aharmonious Changchun ’s role, find analysis of qualified personnel in Changchun outstandingproblems creatively put forward to strengthen the construction of social work personnelcountermeasures. Mainly from the five aspects of the study: first, to establish a scientificevaluation mechanism for social work professionals to implement social worker (who)vocational qualification system, the establishment of a social worker career level evaluationcriteria, evaluation methods, management, and professional standards and registrationcontinuing education system. Second, to establish an effective incentive mechanism, socialwork professionals from income distribution, social security, recognition awards and otheraspects of social work professionals to fully mobilize the enthusiasm, initiative and creativity.Third, the establishment of flexible use of personnel, and guide all kinds of talents toparticipate in social work, social work professionals to promote professionalism. Vigorouslydevelop social work, and guide the employment of college graduates grassroots, grassrootssocial work personnel to enrich and improve personnel structure. Fourth, the establishment ofsocial work personnel training mechanism, develop training plans, organized and plannedway existing professional training of social workers, focusing on training of professional andtechnical knowledge, skills, social work professional methods and techniques. Fifth, theestablishment of a flexible and efficient input mechanism, the formation of the government,society and other diversified investment entities, in order to improve the whole level of socialwork qualified personnel to provide financial support. Based on the above five aspects,combined with the Changchun City, the reality of building grass-roots social workprofessionals, fully understand and master the basic situation of social work personnel,identify the main problems, and puts forward the coming period to strengthen social workqualified personnel feasibility of countermeasures.
