Sustainable population is the basis and conditions of sustainable civilization, and is also the core issue of social development. Since 1993, the population of our country and social economic development are not on speaking terms, with its population total fertility rate reducing continuously, demographic dividend diminishing, aging population growing and population structure imbalance. Therefore, in 2015, our country adjusted the fertility policy to fully implement the two-child policy and launched related activities to deal with aging.However,the effect isn't so obvious. Consciousness comes first before the behavior, and guides the behavior. Residents' fertility desire becomes the focus of academic research. At present, domestic scholars focus on the analysis of the effect, that is, how the macro factors such as social policy, economic development, social mobility, as well as medium and micro level family and personal characteristics factors affect fertility desire. However, interaction forms society, any individual lives in the interrelated and restricted social network relationship. The attitudes of the individual fertility concept and fertility behavior will affect their fertility desire. Existing foreign scholars research fertility desire from the perspective of social network and social interaction, while domestic scholars generally agree that economic factors are the main factors influencing the fertility desire. The study that analyzes the influence of personal social network relation to fertility desire is less, which gives this article research an opportunity.Based on this, using the survey data, this paper analyzes the effect of social network to the fertility desire of post-80s and post-90s and builds the Logit regression model between the personal social network intensity and fertility intention. Then the results shows that both the post-80s and post-90s are influenced by strong tie and weak tie, during which the strong tie is based on kinship and friendship while the weak tie is on the basis of flange and friendship.In the aspect of strong tie, the more communication and interaction with their parents and spouses, the higher marital satisfaction the individuals are to have more children, what's more, they are more willing to have communication and interaction with their parents. The individuals having boys still have birth gender preference. The traditional bearing concept still has a certain influence. In the aspect of weak tie, the individuals with higher job satisfaction and community life satisfaction are more willing to have more children. The effect of weak tie on the fertility desire stands out during the process of social network change, the change is from the traditional social network based (related) to the modern social network (work). Meanwhile, personal income in the control variable are affecting the fertility desire.For this, the paper puts forward some proposals from the several aspects:(1) step up publicity efforts to provides the "soft environment" for change rate and evaluate the propaganda policy (2) increase the family function, build professional consulting team and improve the quality of marriage (3) carry out community public life, and attaches great importance to the construction of community fertility culture (4) carry out profit and encouragement incentives and increase the post-80s and post-90s income.Hope this will provide a reference for the government to promote fertility policy and enhance people's fertility desire.
