| As our society into the transition period,social contradictions are increasingly complex,the disintegration of the unit system leads to reduced social organization degree,the government function down,the main body of community governance gradually diversified,the government gradually realizes the importance of community social organizations,its development is conducive to promote the innovation of community construction and social governance.However,due to their own nature,the existing community social organizations are facing the difficulties of poor management and unknown direction,so it is difficult to better play their functions.Therefore,under this background,the "three social linkage" was born,and in recent years,it has also been carried out all over the country in full swing.As a new measure to innovate the community governance model in China,social workers to assist the cultivation of community social organizations through professional social workers to solve the continuous problems of community residents,so as to improve their ability and constantly mature and grow.Since 2017,Lanzhou City,Gansu Province,has begun to explore the pilot project of "three society linkage".As a front-line social worker,the author has settled in the pilot community of "three society" linkage in Lanzhou,and took the incubation of "Public Security Service Team" in the X community as an individual study.Chapter I: On the basis of consulting relevant documents,the author describes the policy background and significance of community social organizations,domestic and foreign literature and other related concepts.In Chapter 2,the author entered the X community,understood the basic situation and the existing community social organizations,and analyzed the necessity of incubating the existing community social organizations in the X community in the past,and analyzed the necessity of incubating "weak organization".Chapter three social workers in X community build "three club" linkage platform,establish a monthly joint mechanism,under the guidance of regional development practice mode,mining community talent,play the influence of the team,and increase the backbone of the organization,using its own advantage resources,from the actual needs of residents,stimulate the enthusiasm of organization members to participate in community volunteer service,and carry out relevant service activities,to practice the platform to promote the improvement of relevant ability.In the process of promoting the formation of public security service teams to help the elderly,we should follow the development of self-organization.After the service activities,we evaluated their results,and finally cultivated it into a weak public welfare organization that is in the small tree stage.Chapter IV The author intervenes in the public security service team in the X community under the "three social linkage",Make its transformation from "strong relationship" to "weak organization" for summary evaluation,The senior security-based police service team is still in its early stage,The author thinks that we can assist the organization to participate in the micro-venture capital;Build a resource library,Improve organizational resource capabilities and external support;And strengthen the social work team and the internal reserve talent construction and other strategies,Guide the X Community Security Service Team along the path from "weak organization" to "strong organization",Promote the long-term development of organizational norms,Finally,the innovative practice of grassroots social governance in the X community is formed.Chapter 5 The author summarizes and reflects. |
