The third plenary sessionof the eighteenth cpccentral committee decided : China fertility policy will open for the family a spouse only children(the so-c alled "home alone") can have two children. This marks a major adjustment of China’s population and family planningpolicy.Thismeans that China will graduall y relax the strict family a spouse only children planning policy implemented f or 34 years to control.For "two separate children" policy adjustments,to analyze the urban residen ts have fertility potential,will promote gender equality; is conducive to graduall y realize the national policy and the masses fertility desire unify, considering t he family a spouse only children disadvantages, promote family the ability to r esist risks, strengthen the family old-age care function, solve thepension burden caused by aging the urban residents;The urban residents fertilitydesire and actu al fertility behavior can be further to meet the demand of laborforce, is condu cive to maintain a reasonable scale of labor force, delay the speed of populati on aging; regulation of fertility level, stable in the interval appropriate, to pro mote population, society, economy, environment and resourcecoordination and s ustainable development, and promote the long-term populationand balanced deve lopment; is conducive to the realization of unification of national policy and th e masses of fertility desire, for the Chinese family system andfamily planning policy to further improve and provide some operationaldecision-making suggesti ons. Fertility desire is an important parameter of population development trend,it is not only affected by the people increasingly change values of family and fertility concept, but also influenced by personal and family on fertility in the consideration of the cost and the expected return tradeoff, even in the very gre at degree fertility choice plays a decisive role onpeople.Therefore, this research used in economic sociology "cost, utility and select" theory and gender theory,using quantitative analysis combined with qualitative case interviews to analyze the future of urban fertility potential. For "twoseparate children" policy adjustm ents,to research the city residents’ fertilitydesireand future urban residents fertilit y potential.
