The Development Research Tangshan Higher Vocational Education Under The Backround Of Area Economic Transformation

Tangshan is the birthplace of Chinese modern industry and has long been relying on the steel and iron, metallurgy, equipment manufacturing and building industries as a booster for its local economic growth. However, in face of practical difficulties of rising air pollution and decreasing supply of natural resources in recent years, Tangshan has explored to update and transform its industrial structure following the national economic restructuring trend.Meanwhile, higher vocational schools have entered a rapid development period, five of which are set up and develop rapidly. But still there is a mutual contradiction between the development of higher vocational education and the transformation of Tangshan's economy.And the paper focuses on this topic given the above situation.First, the paper introduces the research background, status and methods in chapter one,and in chapter two, it generalizes and defines what the high vocational education is and then brings in the two basic theories of Human Capital Theory and Triple Helix Theory for analyzing. By comparative study on the development model of higher vocational education in the US, Germany and Australia, it comes to realize that focusing on market forces,improving educational system and valuing school-enterprise collaboration provide successful experience for the development of higher vocational education in the case of Tangshan.Second, the paper illustrates the current economic situation in Tangshan, goals for industrial restructuring and demands for talents. It also discusses the overall situation,management mechanism, educational system and personnel training pattern in the five schools.Finally, the paper lists problems that rise under the situation of economic adjustment which include unbalanced development with the economic growth, unreasonable management mechanism, imperfect educational system, illogical setting of majors, out-dated building of teaching staff and inadequate collaboration between schools and enterprises. And then feasible proposals and suggestion are put forward.The paper bases on comparative and empirical analysis, and set forth ways to develop higher vocational education in Tangshan under the situation of transforming its economic structure, sets clear goals for its transformation and the demand for talents, expounds the relationship between higher vocational education and the economic development in Tangshan, and hope to make greater contribution to the further development of the higher vocational education in Tangshan.
