The Study On The Government's Regulation In Supervising Higher Education Appropriation Expenditure

In recent years,universities affiliated to Ministry of Education have seen a sharp increase in higher education funding with the support of the government.Funding from the government is the main source for higher education institutions' expenditure and it has strongly enhanced the development of education.However,universities which are directly affiliated to the Ministry of Education are also facing some financial problems along with this rapid development.On one hand,there is lots of illegal use of financial capital,on the other hand implementation of government funded projects and efficiency of the use of funds is low.These problems have been perplexing the government for years and it is essential to consider how to enhance the supervision the usage of government's educational funds.This article investigates the problems of the funding supervision from the view of government management system and universities.It aims to analyze the causes of these problems from the intricate and complex relationship and suggest workable solutions for solving the problem.It is beneficial for teachers,universities and governments with this solution.If teachers proper act as the solutions suggest,then they have no need to cheat on using the government capital but to devote to teaching and research and get their deserved earnings.These will protect the teachers as a result.Universities can prevent illegal and inappropriate actions and improve employees' morale for robust education development.Government can focus more on tailoring strategies rather than wasting their efforts in supervising the usage of funding.As a result,it helps save the government's administrative expenditure and will be beneficial for the society and the citizens as a whole.This article analyzes the problems of the financial expenditure of the universities directly affiliated to the Ministry of Education from various perspectives.It argues that the main reason for the problem is inadequate budget planning and inappropriate management policies governing the universities.In addition,the lack of sound university-level management regulations is also suggested as one of the reasons.After a comprehensive evaluation of government project management policies,budget management policies,government management system and performance appraisal,this article clearly puts forward some countermeasures to strengthen the government's supervision on the expenditure of the universities in order to improve administration efficiency and enhance the benefit of financial allocation program of the universities directly affiliated to the Ministry of Education.
