In today's knowledge-based economy,we must address the important role of education in economic development and scientific research.The human resources needed for the economic development of a country need the support of the education system.The improvement of the public literacy in a country depends on the development and expansion of the scale education.The stability of a country's society is based on the fairness of education and the needs of the people.Only to face up to education,in order to better develop education.Only a better development of education,in order to provide useful talent for the development of society.In the education system,compulsory education in the entire education system plays a fundamental role.With the deepening of quality education in our country,the development of compulsory education pay more attention to the rationalization of resource allocation and structural balance,so the government's fiscal imbalance problem has become increasingly prominent.Based on the theory of public product theory,the theory of financial equilibrium of compulsory education and the theory of matching of government power and responsibility,combined with the expenditure data of education expenditure in 2005 and 2014,it is found that the financial expenditure of compulsory education is more inclined to economically developed eastern region,In the vertical hierarchical structure of government expenditure is more inclined to higher education,resulting in inadequate investment in compulsory education,tertiary structure presents "inverted triangle" type.This is not only contrary to the development of educational fair purpose,hinder the long-term development of compulsory education,but also the formation of a vicious circle between the "Matthew effect",between the groups to form a"poverty trap." From the regional economic development differences,the characteristics ofcompulsory education public goods,government financial rights do not match and other factors to analyze the reasons for the imbalance caused by the status quo.And put forward some suggestions at the end:policy orientation,optimize the horizontal and vertical expenditure structure;rationally divide the financial rights and powers,clear the different levels of government responsibilities and management responsibilities;improve the compulsory education legal system,improve the compulsory education supervision mechanism.On the basis of previous studies,this paper tries to make some efforts to balance the development of compulsory education through the combination of horizontal and vertical levels,and more comprehensive and macroscopic grasp of the status of financial expenditure.
