Since the reform and opening up,along with the rapid development of China's social economy,the social industry structure has been adjusted and upgraded,and the industrial transfer between regions is also carried out simultaneously.At the same time,high-polluting industries from the east to the central and western regions,from coastal to regional pollution has been on the rural residents of the physical and mental health hazards.In the absence of effective institutionalized rights,the frequent occurrence of mass incidents in rural environment has seriously hindered the development of rural social economy and become an important factor affecting social stability after rural land acquisition and demolition.Under such a background,how to scientifically prevent and control the mass incidents caused by the environment,to achieve sustainable development of society and the steady improvement of the quality of life of rural residents has become an important issue.Rural environmental groups involved in multi-stakeholder interests,handling difficult.Government single governance model has repeatedly failed,the government can not manage to every corner of society,and between the government is the identity of stakeholders,the decision is not easy to get people's convincing,the government,enterprises and villagers lack of effective communication mechanism And a sense of cooperation.Therefore,based on the social work perspective,this paper discusses the mechanism and path of social work with the government,enterprises,villagers,environmental protection organizations,legal aid organizations and media,and so on.Mainly to focus on the following points,one is to clarify the role of social work,collaborative governance structure,the logical relationship between the various entities and operational mechanisms;Second,collaborative governance path study,social work and the main play at different stages effect.The paper is composed of six parts.The first part mainly summarizes the existing research,and puts forward the research direction of this paper on the basis of predecessors.At the same time,it introduces the research background,methods,ideas and so on.The second part defines the concept of community events in the rural environment and summarizes the causes and characteristics of environmental events in the rural environment,and extracts the dilemma of the current governance.The third part chooses the community events of Guangdong S village,summarizes the casesaccording to the actual situation,analyzes the role of social work in the whole process,the group and the community work;The fourth part is based on the theory of collaborative governance,analyzes the advantages and roles of social work participation,constructs the cooperative governance structure,clarifies the relationship and responsibility of each subject and designs the cooperative governance mechanism.The fifth part explores the synergistic path between social work in the stage of risk prevention,conflict management and aftermath supervision in the rural environmental mass incidents.The sixth part is based on the status quo of social work in rural development,puts forward the plight of social work participation and feasible countermeasures;Finally,summed up the full text of the study,look to the future.
