Research On The Mode Of Social Work Participating In Community Collaborative Governance

The state pays more and more attention to the construction of a new pattern of grassroots social governance,emphasizing the need to develop a new situation of social governance with the concept of co-construction,co-governance and co-shared.In this context,the innovation of community collaborative governance model has become the focus of local work.Panyu District of Guangzhou actively responded to the national policy requirements to promote grassroots social governance,based on the "three-community linkage" model,combined with the local situations,innovatively launched the "five-community linkage" model,and formed a new pattern of grassroots social governance with Panyu District characteristics.However,as an innovative mode of grassroots social governance,"five-community linkage" is still in the stage of exploration and promotion,and has encountered various difficulties in the process of implementation.So Why are these dilemmas? What are the manifestations and mechanisms of dilemmas? And How to resolve the dilemmas?The paper studies the "five-community linkage" model in Nancun Town,Panyu District,Guangzhou,combines interviews with multi-participants,takes the collaborative governance theory as a perspective and summarizes the development of social work participation in community collaborative governance.The paper systematically combs six aspects of social work participation in community collaborative governance: policy background,realistic environment,linkage practice,model structure,linkage mechanism,linkage effect,and finds that social work faces the dilemmas of multi-participants development block,lack of collaborative linkage mechanisms and insufficient supporting policy constructions.Therefore,social work must plays different roles in different governance perspectives.From the perspective of micro-governance,social work should play the role of the enabler of participants,actively establish Party branch,joint party constructions;establish professional relationship with communities,explore the service orientations of both sides;activate the abilities of voluntary service of social organizations,improve the cultivation abilities of hub social organization;enhance the participation consciousness of community residents and build the participatory platform for community residents.From the perspective of meso-governance,social work should play the role of the coordinator of mechanisms,do a good job in the decentralizations and empowerment of multi-participants,promote the service constancy of linkage governance;ensure the convenience of information sharing,ensure the effective communication and coordination;build the multiple monitoring platform and ensure the sustainability of services.From the perspective of macro-governance,social work should play the role of advocator of policies,advocate policies to regulate the constructions and management of community funds,promote the transformation of funds to foundations;pay attention to the revitalization of rural areas and the construction of smart cities.Based on the above suggestions,social work can play a professional and localized pivotal role in the community collaborative governance.
