The theory of collaborative governance emerged from the complexity and systemic nature of the governance process.With the modernisation of state governance,the idea of collaborative governance has gradually emerged and is widely used in practice.At present,the grassroots level of Chinese society is faced with the dilemma of decentralised,departmentalised and fragmented governance,which has weakened the effectiveness of governance in dealing with grassroots conflicts.The way of life and production of people in grassroots society has changed profoundly,modernisation has had a profound impact on Chinese society,and conflicts and disputes have changed greatly in nature,scale and form.Social work,because of its professional characteristics and based on the guidance of collaborative governance theory,can play a unique role in building a platform for grassroots social governance and alleviating grassroots conflicts,and there is an urgent need to explore the main forces and new methods of social work intervention at the grassroots level.At the micro level,the professional values and specific working methods of social work can also enable social workers to find a suitable and efficient solution to the complex conflicts of multiple subjects,and to construct a "people-centred" working method that considers the client as a "whole person"."It also serves as a bridge between the grassroots government and the residents,and facilitates deeper,more detailed and more sophisticated grassroots governance,addressing both the symptoms and the root causes.In this context,this study is an important exploration of social work’s intervention in resolving grassroots conflicts through collaborative governance theory.The subjects in this study are diverse and the conflicts are complex.On the one hand,the stakeholders include different organisations and individuals,and on the other hand,the grassroots conflicts in this study have shifted from disputes between residents to conflicts between citizens and the government,and from neighbourhood disputes to government inaction.The transfer and escalation of conflicts make the interests of different parties intertwine and entangle,but the grassroots government is constrained by the administrative system in resolving conflicts and cannot respond to the demands of all parties at the same time,and its management functions are limited in scope.Social workers intervene as a non-interested third party,using case work,community work and other professional methods guided by collaborative governance theory,cognitive-behavioural theory and social support theory,treating the client as a whole person and integrating and utilising multiple resources to successfully resolve the conflict.This is an example of social work’s involvement in grassroots social governance.With its professional values of respect,acceptance and non-judgement,its unique professional theoretical perspective and its people-oriented professional working methods,social work has played an irreplaceable role in the process of resolving conflicts and will continue to promote the timely and effective resolution of conflicts and disputes in complex practices at the grassroots level in the context of the new era.
