In the large-scale sports event,the exposition,we can discover that the athletic field,the exhibition in addition to the athlete,the referee,the transaction commodity merchant,but also has a bright scenery--volunteer.It is obvious that volunteers have become an indispensable part of large-scale activities.One sign of the degree of civilization of modern society is the volunteer service,volunteer service mechanism in western developed countries has been very perfect,voluntary service vigorously promote social construction,public participation in public affairs is very convenient.After decades of development,China's voluntary service is also a small achievement,distributed in urban community services,environmental protection,health care,poverty alleviation and development in rural areas,large-scale meetings(events)and other fields.With a large team of volunteers,they play a very important role in alleviating social conflicts,promoting national unity,maintaining social security and stability,and building a service-oriented society.This situation for Xinjiang this complex region,is a powerful force.At present,our country is a developing country,facing many difficulties on the road ahead.From the most basic,the national volunteer service consciousness is not completely formed;moreover,the government did not make the improvement of the legal process to restrict the national behavior,this is enough to reflect the lack of attention;finally,locate the volunteer management system,namely the volunteer recruitment,training,recruitment,training professional talents to work not meticulous,work enthusiasm is not high,service guarantee and so on.These are the urgent need to solve the problem of China's voluntary service.In this paper,using the method of literature,field survey method,questionnaire survey method,mathematical statistics method,interview method,in order to serve the Thirteenth National Winter Games volunteers as the research object,on the Thirteenth National Winter Games volunteer service activities were investigated,the protagonist from volunteer work--the perspective of volunteers the process of analysis,the volunteer service in the Thirteenth National Winter Games,from the specific service recruitment,selection,training,employment,offering incentives to service the end of each link,and according to the encountered problems in the process of service,gives the corresponding countermeasures.According to the conclusions: volunteer service success 1 thirteen Winter Games(1)volunteer recruitment object of the precise place;(2)the high-quality studentvolunteers;(3)logistical support in place;(4)promote the formation of volunteer service atmosphere,build the harmony and stability of Xinjiang,the economic development of Xinjiang.2 the lack of volunteer service in the winter games of thirteen(1)the content of volunteer training is too single;(2)the arrangement of volunteer positions is not clear;(3)the lack of professional volunteersTo solve the above problems,put forward the improvement of thirteen Winter Games volunteer service level measures:(1)to do the preliminary work of human resource planning;(2)optimization methods,offering volunteer recruitment selection strictly;(3)establish scientific volunteer training plan;(4)making and related volunteer incentive system;(5)start the appropriate authorities,school volunteer cooperation reached consensus;(6)the cultivation of the consciousness of voluntary service;(7)to encourage college students to actively participate in volunteer service activities.
