| Since the 21 st century,profound changes in Japanese social structure have been observed due to the rising trend of fewer children,informatization,and high-tech industrialization.The basic education in Japan is facing a complex trend of the contradictions.With the rapid development of science and technology,and the intensifying international competition in global economics and comprehensive national power,the Japanese government recognized that education and talent are vital to achieving further economic development.Cultivating higher quality teachers is the key to improving the quality of education and cultivating more qualified talents.How to further improve the training method and the quality of teachers’ in-service education becomes the focus in the reform and development of teacher education in Japan.Since the 1970 s,the Japanese government has been focusing on the continuous reform of teacher education and the establishment of "partnership" by actively promoting cooperation between the university and the Education Committee,especially in the "partnership" of teachers’ in-service education.In the long-term exploration and continuous efforts,the "partnership" continues to develop and gradually mature.The "partnership",which used to be unbalanced and unequally dominated by one side,has developed a benign "partnership" driven by third parties and then changed into a selfcooperative "partnership".The continuous exploration in the relationship between the Japanese Education Committee and the university has also become uniqueness in the reform of Japanese teacher education.This paper takes the "partnership" constructed by the Japanese Education Committee and the university in teacher education as the theme,the establishment of the "partnership" in the teachers’ in-service education as the starting point,from the establishment of the "partnership" and the relationship between the "partnership" and existing problems,to analyze the future trend of the "partnership" in the in-service education,and to provide enlightenment and reference for the reform and improvement of our country’s teachers’ in-service education.My thesis is composed of six parts.The first part is the background of the "partnership" formed by the Japanese Education Committee and the university in the teachers’ in-service education.This part explores the "partnership" in Japanese teachers’ in-service education from the dilemma of "educational pathology" in Japan’s primary and secondary education,the influence of life-long education and the influence of American’s Professional Development School(PDS),and the policy support of “partnership".Japan’s social environment in the new era with changes and the emergence of primary and secondary education crisis is an important factor to promote teachers’ in-service education "partnership".While the lifelong education trend in the international community,the impact of the United States PDS and the Japanese government’s policy is the direct cause and impetus of "partnership".The second part mainly analyzes the unbalanced relations in the initial development of the "partnership".And the new idea of university education mainly embodies the cooperation dominated by the Education Committee,and the implementation of the master’s level in-service education in the university reflects the fact that the university is actively seeking the dominant position in the "partnership".The third part is mainly about the analysis of "partnership" development promoted by the third party-National Center for Teachers’ Development.At this stage,cooperation projects such as teacher training course development,teacher training course improvement,new teacher training support project development,experienced training course development have further promoted the "partnership" between university and Education Committee.The fourth part is mainly to illustrate the mature cooperative "partnership".At this stage,the graduate school fully embodies the maturity of the "partnership" between the Japanese Education Committee and the university in the teacher’s in-service education.The fifth part investigates the development and the outstanding problems of teacher education in "partnership".The sixth part summarizes the trend of "partnership" development in Japanese teacher education and puts forward useful reference and inspiration for the reform of teacher education in our country. |
