At the background of the international community's actively advocacy of education democracy and equality,denial of discrimination and exclusion,inclusive education has become an important "global agenda".However,with the arrival of the inclusive education era,the practice of inclusive education in the world is in trouble.The reason is that the lack of teachers' inclusion competencies makes it difficult for class students to diversify their learning needs.In recent years,to explore new ways to enhance the inclusion of teachers has become a hot topic in the field of inclusive education.This study is based on the dilemma of inclusive education practice,and selected IRIS platform as a research object,so as to explore Americans solutions to deal with the lack of inclusion competencies.As a platform for teachers' inclusion competencies development,IRIS has received extensive attention since its inception,and has been promoted as a demonstration project of UNESCO.It appears to enhance the teachers inclusion competencies,and to promote inclusive education practice is of great significance.Based on the basic paradigm of comparative education research,this study is based on the comparative education theory analysis framework of Edmond King,and synthetically uses the literature method,comparative method and case law.Based on the background and constituent elements of IRIS platform,the research has deep dived the resource development process and content structure.Then the research has combined with the specific theme unit to explain the platform of course learning,and finally summarized the characteristics of the development platform to provide useful experience for our own country.The study mainly includes the following five parts:The first part elaborates the background of IRIS platform.IRIS platform is based on the background of the basic education reform in the United States and in line with the computer network in the field of education maturely application trends.From the lack of inclusion competencies and the traditional teachers development path get constrained to set out,the Federal Ministry of Education Special Education Office invest to build a national resource center.The second part elaborates its constituent elements from four aspects: the goal and the task of the IRIS platform,the service object,the learning environment and the running mechanism.The IRIS platform has developed the resources,the effective network learning environment and the rich learning resource content from the actual needs of the educators.Now,it has formed the more systematic internal compositions and external manifestations.The third part mainly studies the resource development of IRIS platform.First of all,evidence-based practice theory and inclusive education theory provide a theoretical basis for the development of resources.Evidence-based practice theory provides theoretical support for the effectiveness and scientific development of resource development,and inclusive education theory,especially teachers Inclusive literacy structure provides a theoretical perspective for the platform to establish the resource theme.Secondly,the specific path of platform resource development is expounded.Resource development with reference to the concept of evidence-based concept of practice,from the teacher to raise the practical development of the problem,by finding and finishing the best evidence,combined with the platform of the learning module to form research and dissemination.Finally,the theme construction and learning unit of platform resources are analyzed emphatically.The fourth part combines the specially units to explaining the learning process.The study select the theme of "disability"and "Accommodations to the Physical Environment: Setting Up a Classroom for Students with Visual Disability” to elaborate the process of learning.The fifth part summarizes the beneficial practices of IRIS platform in terms of target location,learning environment,resource development,resource content and fund raising,and provides experience for our own country to build a platform for teachers' inclusive development.
