The development of public sports service in urban communities is not o nly an important part for Quanzhou city to im plement the nationwide body building plan,but also a bonus for meeting the people's convenience to know the sports,pursuit the health during the process of urbanization.Th e relevant principals of public sports service is: governm ent,communities,market,social or ganization,resident.This article make a research on th e current situation of public sports service in urban communities of Quanzhou,find the problems during the development of public sports service by com bining the research methods of literature search and questionn aire investigation.Focusing on supply situation of public sports service in urban communities of Quanzhou,we found the service level can't meet the residents' demand because the people needs different kinds of sports service.The principals of public sports service in urban communities of Quanzhou is mainly government,the supply of sports facilities resource is limited,it lacks special monitoring and guarantee;the urban communities has no special persons in charge of public sports activities;Social organizations provide a limited public sports service without identification of residents.The market provide a limited sports service with high charge.The public fitness awareness is not clear,they mainly attend the low competitive sports events.Based on the status of public sports service in urban communities of Quanzhou,we find the service is not enough due to below reasons: the government pay more attention to political achievement,pay less attention to the residents' demand,lacking of long term planning and design;The communities: the administration rights and responsibilities is not clear,lack of coordination;The market: the access is too high,low social responsibility;The social organization : due to the control by government and the profession limit,the public sports service is limited;The public: the communities residents can not fully express their demands,they can't be involved in decision making.According to the theory of public economic,public goods multiple supply and demand theory,multi center governance theory,combined with the development of urban communities sports service experience at home and aboard,we build a mould for public sports service in urban communities is not only an important part for Quanzhou city,sort out the functions and responsibilities of each principal parts:1.Government: change the function,government regulation separate from management,optimized supply;2.Communities: based on the communities,integration of resources,providing the service.3.Market: digging the market,enlarging the demand,realizing the win-win 4.Social organization: Making self-restoration ability,promoting the professional ability,enhancing the service 5.Public level: express the interest demand,participate the decision making,monitor and evaluate the result.All the principals enhance the communication and cooperation between the government and enterprises,government and communities,communities and enterprises based on their own feature,joint-management mechanism should be introduced,then we can build an effective multiple supply system for public sports service in urban communities,optimize the service resources of public sport service in urban communities of Quanzhou,then most of residents sports demands will be met.
