Research On The Supply Of Public Sports Service In Nanyang City Community

Vigorously developing public sports service supply is an important measure to promote the development of public sports service and promote the progress of national fitness.At present,China’s central government to develop a "sports development" much starker choices-and graver consequences-in planning ","national fitness plan(2016-2020)","" much starker choices-and graver consequences-in" public sports popularization project implementation plan "and a series of policy system to promote the development of public sports service supply.At present,the nanyang municipal government based on the "about speed up the development of sports industry Promote the sports consumption of the implementation opinions "and other policies,has constructed a basic urban community public sports service supply system,play a role to promote the development of urban community public sports service,but also has many problems need to be solvedThe article selected five urban communities as the research object from Wolong and Wancheng Districts,and adopted the literature review method,interview method,questionnaire survey method,mathematical statistics method,and comparative analysis method to briefly analyze public sports in urban communities.On the basis of the concept and basic characteristics of the service supply system,from the eight aspects of policy support,supply main body,site facilities,activity services,guidance training,fitness promotion,capital sources,and supervision and management,the system interprets the current urban public sports services in Nanyang City.Supply status,based on which summed up its existing problems,and proposed targeted solutionsThe main conclusions of the study are as follows:(1)The urban community public sports service supply system in Nanyang City has the policy support of the central government,Henan Province,and Nanyang City.The main service providers include government agencies,school institutions,and social organizations.The site facilities supply includes the community.Equipment facilities,public center facilities and school facilities.(2)The activity supply of public sports service in Nanyang urban community includes mass activities and competitive activities.The training supplies include social sports instructor service and national fitness volunteer service,as well as public sports fitness promotion supplies.The model of the supply system and work mechanism,play a variety of public sports service supply value.(3)The funds needed for the provision of public sports service in Nanyang urban community mainly come from state subsidies,sports lottery public welfare funds,financial bureaus at the same level,social investment and sponsorship,community self-financing,public sports service supply work is subject to project review,project acceptance,information disclosure,regular supervision and other aspects of supervision.(4)There are still some urgent problems to be solved in the supply of public sports services in urban communities in Nanyang City,including the lack of socialized operation and social investment,unplanned hardware planning and manpower management,and unreasonable government purchase and performance monitoring.In response to the current problems in the supply of public sports services in Nanyang City Community,the article suggests that the government should determine the role of institutional arrangers and strengthen cooperation with the private sector,non-profit organizations,and private capital through PPP models(public-private partnerships),fiscal subsidies,loan interest subsidies,franchising,and tax incentives.And we must do a good job in qualification verification,supporting services,and supervision and evaluation.On the one hand,the government departments establish a “bottom-up” plan development and implementation strategy,based on the results of the survey,providing services for venues,facilities,mass hand,visits and investigations,job evaluation methods,and strengthen the supervision and guidance of the work process of social sports instructors.Government departments should establish a set of public sports service purchase programs including work goals,implementation subjects,undertaking subjects,work organizations,purchase contents,purchase procedures,purchase funds,and rewards and punishments to ensure the standardization and high efficiency of service purchase work.In addition,it is necessary to introduce third-party assessments and opinions of the community and to integrate internal assessment with external investigations to improve the efficiency of the supervision and evaluation of public sports service provision.
